Health Coordinator

The Health Coordinator provides strategic leadership, technical direction, and management oversight for IRC Yemen's integrated Health portfolio, including Health, Nutrition, and Environmental Health programming. The role involves setting sector vision, ensuring program quality, advancing IRC's Strategic Action Plan, and leading a multidisciplinary team in a complex humanitarian context.

Responsibilities

• Lead the development and delivery of IRC Yemen’s Health, Nutrition and Environmental Health programming and strategic priorities outlined in the country program’s Strategic Action Plan.
• Develop, implement, and periodically review sector strategies and priorities based on evidence, context analysis, emerging needs, and client feedback.
• Drive program quality, innovation, accountability, and continuous improvement across the portfolio using data analysis and operational research.
• Advance a humanitarian-development nexus approach combining emergency response with health systems strengthening and transition planning.
• Promote health systems strengthening through improved quality of care, workforce capacity, referral systems, health information management, pharmaceutical management, and infection prevention and control.
• Lead intersectoral collaboration across Health, Nutrition, Environmental Health/WASH, Protection, Economic Recovery Development, and Cash programming.
• Strengthen mental health and psychosocial support across the portfolio integrating mental health into primary health care and linking to protection and community-based services.
• Expand community health approaches to improve health literacy, health-seeking behavior, and equitable access.
• Ensure epidemic and outbreak preparedness and response readiness embedding early warning, disease surveillance, and rapid-response capacity.
• Monitor contextual developments and emerging humanitarian needs to keep portfolio responsive.
• Support country-level strategic planning and contribute to broader programmatic decision-making as a member of the Extended Management Team.
• Provide overall oversight of portfolio performance ensuring effective delivery, quality implementation, compliance, and sound financial stewardship across all grants.
• Drive cost-efficiency and value-for-money using facility-level costing and unit-cost analysis to inform program design and donor reporting.
• Monitor programmatic and financial performance proactively identifying risks, gaps, and opportunities and ensuring timely corrective action.
• Contribute to strategic positioning and technical design of funding opportunities across Health, Nutrition, and Environmental Health.
• Collaborate with Grants, Finance, Operations, MEAL, partners, and technical advisors to develop high-quality proposals, budgets, reports, and modifications.
• Cultivate donor relationships and contribute to growth and sustainability of the Health portfolio through business development and resource mobilization.
• Steward strategic partnerships and collaboration advancing program quality, resource mobilization, localization objectives, and systems strengthening efforts.
• Champion IRC's PEERS approach fostering equitable, strategic partnerships that strengthen local leadership and sustainable outcomes.
• Lead partner engagement, capacity sharing/strengthening, and joint learning efforts across the portfolio.
• Promote collaborative planning, performance monitoring, and adaptive management with partners to strengthen quality and accountability.
• Lead, mentor, and develop a diverse team of technical managers fostering a culture of accountability, collaboration, inclusion, innovation, and continuous learning.
• Create a positive, inclusive, and supportive working environment promoting staff wellbeing, resilience, engagement, and high morale.
• Build leadership capacity through coaching, delegation, and succession planning with focus on developing national talent.
• Model IRC's values and leadership standards creating a respectful, inclusive, and high-performing team culture.
• Represent IRC with government authorities, donors, UN agencies, clusters, technical working groups, and partners strengthening IRC's profile and influence within the health sector.
• Influence sector priorities, policies, and technical standards through active engagement in coordination forums and strategic partnerships.
• Position IRC as a technical thought leader in Yemen's health sector shaping health programming through innovation, evidence, and sharing learning with peers, clusters, and donors.

Requirements

• Public health professional with relevant degree and qualifications, preferably with a clinical background such as doctor, nurse, or allied health professional.
• Advanced degree preferred.
• Minimum of 7 years progressive professional experience in management of health emergencies and program delivery, INGO experience required.
• Prior experience working in complex emergency settings or insecure environments strongly preferred.
• Experience working across health, nutrition and/or Environmental Health programming is an asset.
• Strong technical knowledge of public health programming, including primary healthcare, reproductive health, child health, immunization, communicable and non-communicable diseases, mental health and psychosocial support (MHPSS) including mhGAP, nutrition, environmental health, health systems strengthening, health information systems, pharmaceutical management, infection prevention and control, and referral systems.
• Proven strategic leadership skills with ability to develop sector vision, translate strategy into action, and guide complex integrated health portfolios in humanitarian and recovery settings.
• Demonstrated experience managing multi-sector and multi-grant programs ensuring program quality, compliance, budget oversight, and achievement of results across diverse funding streams.
• Extensive proposal and business development experience including leading design and writing of competitive, technically sound proposals and budgets for institutional donors such as FCDO, BHA/USAID, ECHO, and UN agencies.
• Experience working through partnerships and supporting local organizational capacity strengthening with commitment to IRC's PEERS approach and localization objectives.
• Experience with community health and social and behavior change (SBC) programming in humanitarian settings.
• Strong program management, planning, and organizational skills including ability to prioritize competing demands and support teams to deliver effectively under pressure.
• Excellent analytical and problem-solving skills with ability to interpret data, identify trends, manage risk, and make sound decisions in complex operating environments.
• Strong written and verbal communication skills including proposal development, report writing, donor engagement, representation, and relationship management with government, donors, partners, and coordination bodies.
• Capable of applying skills and knowledge in direct implementation, advisory functions, training and transfer of technical knowledge and management skills to others.
• Demonstrated ability to work effectively in multicultural environments and to influence, collaborate, and build consensus across technical and operational teams.
• Excellent interpersonal and emotional intelligence skills with ability to build trust, manage conflict constructively, and provide supportive coaching fostering an inclusive, respectful team culture.
• Strong commitment to staff wellbeing, duty of care, diversity, equity, inclusion, and safeguarding, balancing empathy with high standards of performance.
• Proven people management and team leadership skills with track record of building high-performing, accountable teams and sustaining motivation, resilience, and morale through periods of change.
