The Gerente de Proyecto will lead the planning, coordination, and comprehensive implementation of the anticipatory action project based on the Follow the Forecast approach, ensuring technical, programmatic, financial, and operational objectives are met. The role coordinates across multiple departments to ensure efficient and timely implementation of anticipatory cash assistance, representing IRC with government actors, partners, and coordination mechanisms to strengthen drought anticipatory response in Guatemala.

Responsibilities

  • Lead the planning, implementation, and closure of the project.
  • Develop and update work plans, schedules, monitoring tools, and operational plans.
  • Monitor project progress against indicators, schedule, and budget.
  • Lead periodic Project Cycle Management (PCM) meetings.
  • Identify programmatic, operational, and financial risks and develop mitigation measures.
  • Ensure IRC quality standards throughout the project cycle.
  • Lead implementation of the Follow the Forecast anticipatory action approach, ensuring compliance with IRC protocols.
  • Coordinate monitoring of climate forecasts, hydrometeorological information, and project activation mechanisms with technical actors.
  • Ensure preparation, activation, and response activities are implemented timely to maximize anticipatory impact.
  • Coordinate updating of risk scenarios and operational plans as the climate context evolves.
  • Promote integration of climate resilience, disaster risk reduction, and climate change adaptation approaches within the project.
  • Ensure and supervise baseline Household Economy Analysis (HEA) integrating climate impact monitoring, basic basket analysis, market conditions, and livelihood impacts.
  • Coordinate implementation of the cash assistance strategy according to IRC global CVA standards.
  • Ensure targeting mechanisms incorporate protection criteria and coordinate with local organizations for registration, verification, and validation of eligible households.
  • Coordinate operational planning of cash transfers with technical and operational teams.
  • Lead mapping, assessment, and selection of Financial Service Providers (FSP) ensuring coverage and viability in forecast areas.
  • Manage relationships with FSPs including negotiation, service agreement follow-up, delivery times, and reconciliation.
  • Ensure cash assistance is implemented safely, efficiently, with dignity, and timely.
  • Ensure fraud prevention measures in cash disbursements.
  • Supervise preparation of payment schedules, payrolls, and required instruments by FSP.
  • Coordinate post-distribution monitoring and incorporate lessons learned to improve implementation.
  • Coordinate with Supply Chain for procurement, contracting, and logistics planning.
  • Coordinate with Finance for budget monitoring and financial projections.
  • Coordinate with Human Resources for administrative processes related to project staff.
  • Work with Security to ensure field activities comply with institutional protocols.
  • Ensure timely availability of resources for implementation.
  • Monitor monthly budget via Budget versus Actual reviews.
  • Identify risks of budget over or under-execution.
  • Prepare financial projections and support budget realignment processes as needed.
  • Ensure compliance with IRC policies and donor requirements.
  • Support administrative and financial processes for project closure.
  • Coordinate with MEAL team to implement project monitoring plan.
  • Ensure quality and timeliness of programmatic information.
  • Supervise monitoring of indicators and results.
  • Promote effective Accountability to Affected Populations (AAP) mechanisms.
  • Ensure design and implementation of post-distribution monitoring strategy in coordination with MEAL.
  • Use evidence and data to strengthen decision-making during implementation.
  • Coordinate preparation of narrative and programmatic reports.
  • Consolidate technical information from various areas.
  • Prepare inputs for donor meetings and visits.
  • Ensure compliance with all contractual reporting requirements.
  • Represent IRC in technical spaces related to Anticipatory Action, Integrated Disaster Risk Management, and Cash Assistance as required.
  • Represent IRC and provide technical leadership in local coordination mechanisms including municipal and departmental tables, COMRED/COLRED, and humanitarian coordination spaces, avoiding duplication with other IRC interventions.
  • Promote IRC's technical positioning in anticipatory action and cash assistance programming.
  • Supervise and technically support project staff.
  • Set performance objectives and provide continuous feedback.
  • Promote professional development of the team according to IRC standards.
  • Ensure compliance with institutional administrative processes including timesheets, Workday, and performance evaluations.

Requirements

  • Bachelor's degree in Social Sciences, Economics, Administration, International Relations, Risk Management, Agronomy, Engineering or related fields.
  • Postgraduate studies in Project Management, Humanitarian Action, Risk Management or related areas are desirable.
  • Minimum five years of experience managing humanitarian or development projects.
  • Proven experience managing projects funded by international donors.
  • Experience in programming Cash and Voucher Assistance (CVA).
  • Desirable experience in Anticipatory Action, Climate Change Adaptation, Disaster Risk Management or Food Security.
  • Experience supervising multidisciplinary teams.
  • Experience coordinating multiple programmatic and operational areas.
  • Experience working with rural and indigenous communities is an advantage.

  • Intermediate English desirable.
  • Knowledge of Mayan languages, particularly Mam, is valued.
