ERT Supply Chain Coordinator

The IRC ERT Supply Chain Coordinator provides leadership and direction to ensure an effective, high-quality, and timely emergency supply chain response, coordinating across procurement, warehousing, fleet and logistics, and medical/pharmaceutical supply chains in emergency and outbreak responses. The role supports IRC's mission to deliver life-saving assistance in humanitarian crises worldwide, requiring deployment readiness and strong leadership in supply chain management.

Responsibilities

• Provide technical oversight of all Supply Chain functions for emergency response
• Ensure that processes follow IRC GSC standard operating procedures in all aspects
• Contribute to field leadership, EmU SAP IP and GSCs strategic workplans
• Be a voice for the supply chain team within the unit
• Gap fill or provide extra capacity to in country teams as needed
• Serve as Subject matter expert (SME) in IRCs ERP, Integra, training and mentoring supply chain and program staff
• Participate in Project Cycle Meetings to ensure supply chain issues are addressed
• Prepare and maintain emergency procurement plans and sourcing strategy
• Ensure supply chain department is well staffed with clear job descriptions
• Ensure compliance to IRC and donor policies for all goods and services procurement
• Review and utilize Procurement contracts in collaboration with in-country GSC teams
• Implement GSC procurement and contracting SOPs
• Ensure accuracy of GSC data and timely submission of reports
• Disseminate procurement processes and tools through trainings
• Manage procurement waivers with proper approvals
• Maintain supplier performance feedback documentation
• Ensure segregation of duties in procurement functions during emergency deployment
• Meet program requirements for supplies timely
• Develop and review Grant procurement and distribution plans
• Conduct procurement processes through IRC ERP System, Integra
• Identify and report procurement process deviations
• Follow Pharmaceutical Quality Assurance Policy in procurement and delivery
• Implement IRC inventory policies during emergency support
• Produce and review grant inventory reports
• Ensure warehousing safety and security
• Maintain assets maintenance plans
• Implement vehicle safety policies and fuel consumption management
• Maintain fleet legal status and vehicle reports
• Plan and track vehicle movements
• Develop and follow driver management policy
• Develop 90-day objectives for new SC team starters
• Develop and implement staff development plans
• Set team members' objectives aligned with organizational vision
• Ensure all SC staff trained to standard and sign IRC code of conduct
• Train counterparts dealing with supply chain processes
• Identify and mitigate Supply Chain risks and implement audit corrective actions
• Ensure compliance to IRC and donor policies in procurement and distribution
• Assess supply chain policies and address deviations
• Lead donor and IRC Internal Audit processes for SC department
• Support emergency preparedness through training and mentoring
• Contribute to Emergency Unit trainings and conferences
• Promote partner-led programming and effective partnerships
• Contribute to Partner Capacity Analysis and partner support plans
• Manage implementation of supply chain actions in partner support plans
• Collaborate with partners on project budgets and fair market value
• Participate in Partnership Working Group if applicable

Requirements

• Advanced Degree, 3-6 years or more of progressive Supply Chain professional experience or equivalent education and experience
• Proven experience developing and managing supply chain/logistics functions in an INGO, including in emergency/conflict areas
• Demonstrated success as a Supply Chain leader across all disciplines including planning, procurement and logistics
• Demonstrable knowledge and experience in medical logistics and the procurement, storage, transport and distribution of pharmaceuticals
• Broad knowledge and experience in Supply Chain strategies, market analysis techniques, procurement and contracting, vehicle and fleet management, inventory, property and asset management
• Demonstrated skills in building strong teams and establishing new operations, including strong ability to communicate and work effectively with senior management, operating and program staff and functions
• Proven leadership of multi-disciplinary, cross-cultural teams, with strong mentoring, coaching, motivational, and team-building skills
• Demonstrated commitment to inclusion and fair treatment of staff, and ability to identify and address barriers to inclusion for marginalized groups in emergency response
• Strong collaborator and influencer with effective interpersonal and analytical skills who is able to work seamlessly across countries, cultures, and organizational units
• Proven experience in remote management
• Strong financial management and budgeting skills
• Strong computer, radio and communication equipment skills, and licensed and able to drive manual transmission, 4WD vehicles
• Resilient, organized, hard-working, with positive attitude
• Bilingual English and French mandatory; Arabic and Spanish advantageous
