The Emergency Manager will lead and support the implementation of crisis response within the country program, working closely with the Emergency Coordinator and partners to ensure appropriate emergency responses. The role involves project planning, implementation, monitoring, fundraising, reporting, and staff management to uphold IRC core values and humanitarian standards.

Responsibilities

  • Lead and support the implementation of crisis response within the country program.
  • Work closely with the Emergency Coordinator to ensure appropriate emergency responses.
  • Monitor identified crisis triggers and launch responses accordingly.
  • Work with partners, sector leads, Grants and Partnership teams, and Consortium Partners.
  • Provide oversight in delivery of DRR and emergency response projects.
  • Identify strategic partners and develop implementation strategies for water and hygiene/sanitation services.
  • Ensure community and local authority engagement approaches are employed.
  • Spearhead rapid/field needs assessments and baseline surveys.
  • Lead design and development of specifications and SOPs for emergency response initiatives.
  • Develop and implement effective strategies in consultation with emergency staff and field managers.
  • Support disaster and project risk planning.
  • Manage emergency response projects within approved budgets and timelines.
  • Monitor and supervise emergency response activities and technical design.
  • Review and approve tender documents and contracts.
  • Ensure integration of DRR, beneficiary participation, and accountability mechanisms.
  • Build and maintain relationships with contractors, partners, stakeholders, and clients.
  • Develop monitoring and evaluation frameworks with MEAL.
  • Supervise emergency response activities adhering to SOPs, policies, regulations, donor guidelines, and humanitarian standards.
  • Ensure timely delivery of project activities and payments.
  • Maintain up-to-date project documentation and financial forecasts.
  • Ensure water safety and disaster risk management plans are in place.
  • Develop new proposals linked to the country SAP.
  • Participate in relevant networks and UN cluster meetings.
  • Ensure accurate and timely reporting of emergency response interventions.
  • Maintain activity and indicator tracking tools.
  • Document lessons learnt and best practices.
  • Participate in inter-sectoral activities.
  • Support department in other assigned tasks.
  • Ensure emergency response staff adhere to IRC core values and policies.
  • Provide mentorship and technical supervision to emergency response staff.
  • Facilitate regular staff meetings for information sharing and feedback.
  • Assess training needs and ensure appropriate training is provided.

Requirements

  • Degree in environmental health science, community development, social development, nursing, public health, or related field.
  • A minimum of Three years’ experience working/programming in emergency response, humanitarian work or development.
  • Minimum of 3 years relevant work experience in WASH, Public health, community development, emergency response.
  • Strong understanding on humanitarian standards, disease outbreaks and response.
  • Experience in community engagement approaches, participatory approaches, and community negotiation.
  • Excellent verbal and written communication skills.
  • Strong interpersonal skills and ability to establish and maintain effective working relations with a team.
  • Ability to conduct community humanitarian needs assessment, program planning, implementation, monitoring, and evaluation of emergency response activities.
  • Good understanding of the humanitarian standards.
  • Good computer application skills (MS-Office).
