See your match score & applyThe Compliance Coordinator supports the Country Director and senior management to oversee ethics and compliance functions across the country program. The role promotes an ethical and compliant work environment through proactive prevention initiatives and timely review of alleged misconduct, ensuring adherence to IRC values, policies, and donor regulations.
Responsibilities
- Act as focal point for local integration of IRC organizational policies and coordinate staff training and awareness on ethics and compliance issues.
- Ensure compliance with applicable Congolese laws and donor regulations governing grants.
- Participate in project opening, review and closing meetings for major donor grants, leading compliance sections as needed.
- Conduct compliance reviews and prepare reports for Senior Management Team, ensuring implementation of recommendations.
- Follow up with department heads and budget holders to ensure timely response to audit requirements and recommendations.
- Review partner agreements/contracts for compliance with IRC policies and procedures.
- Provide capacity building and training to partners or sub-recipients on contract compliance and risk management.
- Monitor implementation of mitigation measures related to enterprise risk management.
- Promote a culture of ethical and compliant behavior across all provinces, offices and operational areas.
- Encourage a culture of reporting ethics and compliance concerns, providing appropriate feedback and support to staff, partners and complainants.
- Work with IRC Ethics and Compliance Unit (ECU) and country management to ensure awareness of IRC reporting mechanisms.
- Support ECU investigations as needed, ensuring objectivity and fairness according to international standards and IRC guidelines.
- Prepare investigation reports and memos in coordination with ECU.
- Liaise with ECU to identify donors concerned by misconduct allegations.
- Conduct local investigation missions under ECU direction, maintaining confidentiality and informing country and regional management as appropriate.
- Collaborate with monitoring and evaluation/client feedback teams to ensure issues are reported to Country Director/ECU.
- Support client feedback team training to ensure clear understanding of reporting requirements.
- Perform other tasks as requested by the Country Director.
Requirements
- Experience within NGOs or in the development and humanitarian sector with good knowledge of rules and procedures.
- Strong planning, organizational and interpersonal skills.
- Excellent analytical, presentation and reporting skills.
- Ability to respond to changing priorities.
- Ability to work independently and meet deadlines.
- Excellent verbal and written communication skills in English and French; local languages are an asset.
- Proven experience in developing and conducting training workshops.
- Excellent computer skills in Microsoft Word and Microsoft Excel.
- Strong commitment to IRC's mission, purpose and values.
- Commitment to respect IRC policies including client safeguarding and principles of diversity, equality and inclusion.
