See your match score & applyThe Supply Chain Officer will oversee supply chain activities in the Country Office, ensuring delivery of quality goods and services to beneficiaries at optimal price and in a timely manner. The role involves strategic planning, supervision of procurement and logistics operations, vendor management, and coordination with internal and external stakeholders.
Responsibilities
- Conduct strategic planning for supply chain related activities of the Country Office in collaboration with internal and external stakeholders and relevant HQ units.
- Conduct logistics capacity assessment and market research to inform decisionmakers about local market trends and developments.
- Supervise and provide first-line support and guidance for all supply chain management related tasks including planning, budgeting, scheduling, and provision of goods and services.
- Lead and supervise supply chain activities including procurement, warehouse management, transport and distribution, fleet, assets and facilities management, logistics information management and reporting.
- Identify supply chain bottlenecks and optimize processes to ensure timely and efficient delivery of quality goods and services to beneficiaries.
- Review procurement requests, evaluate vendors, maintain a pool of qualified vendors, and oversee bidding processes ensuring fairness and transparency.
- Liaise with programme management to support tendering processes and ensure compliance with procurement rules and regulations.
- Ensure timely submission of asset procurement and other reports to relevant offices and departments.
- Establish and manage internal control mechanisms for supply chain management to safeguard assets and prevent fraud.
- Monitor maintenance and repair of office facilities and establish maintenance agreements with service providers.
- Supervise, train and guide SCM staff, monitoring and promoting their professional development.
- Represent the Country Office in UN inter-agency meetings and forums related to supply chain management.
- Perform other duties as assigned.
Requirements
- Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution with five years of relevant professional experience; or, University degree in the above fields with seven years of relevant professional experience.
- Experience in managing diverse procurement and logistics operations.
- Demonstrated experience in training and managing large teams of co-workers, managing vendors and suppliers.
- Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM's system and processes as they apply to procurement and logistics.
- Excellent level of computer literacy and good knowledge of SAP is an advantage.
- Fluency in English (oral and written) is required.
- Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) and/or Bengali is an advantage.
