The Supply Chain Officer will lead, coordinate, and monitor supply chain activities to support programme and operational objectives, ensuring timely, efficient, compliant, and cost-effective delivery of goods and services. The role includes providing technical supply chain guidance and support to Country Offices within the assigned Area of Responsibility in West and Central Africa.

Responsibilities

  • Coordinate the strategic planning, implementation, and monitoring of supply chain-related activities under the MPRR-SSA programme and Senegal COCF operations.
  • Conduct logistics capacity assessments, procurement risk assessments, operational reviews, and market analysis.
  • Manage, supervise, and provide technical advice for all SCM activities including procurement planning, sourcing, contracting, warehouse management, transportation, fleet management, asset management, facilities management, distribution, logistics information management, and operational reporting.
  • Support and oversee end-to-end procurement and logistics processes related to programme implementation including AVRR operations, reintegration assistance, Cash-Based Interventions, direct assistance activities, post-arrival assistance, accommodation and medical services, transportation and logistics support, and other operational programme components.
  • Develop, implement, harmonise, and regularly update standardised supply chain procedures, SOPs, templates, tools, and workflows.
  • Identify operational bottlenecks, procurement gaps, compliance risks, and inefficiencies and recommend mitigation measures and process improvements.
  • Review procurement requests and specifications, support sourcing strategies, evaluate vendor performance, and maintain updated vendor rosters and Long-Term Agreements.
  • Provide technical advice and guidance to COs in the Region with management of implementing Partners under MPRR-SSA programme.
  • Coordinate and oversee solicitation, bidding, tendering, evaluation, and contracting processes ensuring compliance with IOM procurement rules and regulations.
  • Provide technical support to programme managers and operational units in procurement plans, Calls for Proposals, bidding documents, evaluation processes, and contract management.
  • Collaborate with Programme, Finance, Resource Management, and operational units on budgeting, coding, documentation, commitment tracking, expenditure monitoring, and reporting.
  • Develop, strengthen, and monitor internal control mechanisms for SCM processes to safeguard organisational assets and ensure compliance.
  • Monitor logistics operations and coordinate management of warehouses, inventory, assets, office facilities, fleet operations, transportation, and distribution activities.
  • Conduct regular monitoring missions and duty travel to implementing COs to provide on-site technical support and review operational compliance.
  • Prepare and contribute to procurement plans, operational dashboards, statistical reports, management updates, briefing notes, audit responses, and other reporting requirements.
  • Organise and deliver training sessions, refresher workshops, coaching, and capacity-building initiatives for supply chain, programme, and operational staff.
  • Supervise, mentor, guide, and evaluate SCM staff promoting professional development and continuous improvement.
  • Represent the CO and/or programme in UN inter-agency meetings, procurement networks, logistics forums, operational coordination platforms, and donor-related discussions.

Requirements

  • Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution with five years of relevant professional experience; or, University degree in the above fields with seven years of relevant professional experience.
  • Experience in managing diverse procurement and logistics operations.
  • Demonstrated experience in training and managing large teams of co-workers, managing vendors and suppliers.
  • Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM's system and processes as they apply to procurement and logistics.
  • Excellent level of computer literacy and good knowledge of Oracle is an advantage.
  • Fluency in English and French is required (oral and written).
  • Working knowledge of another official UN languages (Arabic, Chinese, Russian, and Spanish) is an advantage.
