Senior PSEAH Associate

The Senior PSEAH Associate supports the management of IOM's prevention of and response to sexual exploitation and abuse (PSEA) activities in Ukraine. The role involves coordination, prevention, and response activities aligned with IOM and UN frameworks to ensure effective PSEAH implementation.

Responsibilities

• Support the development of an operational PSEAH Work Plan for IOM Ukraine aligned with IOM’s PSEAH Strategy and UNCT frameworks.
• Oversee inclusion of PSEAH within IOM Country Office Strategy, programming, risk mitigation, planning, reporting, monitoring, evaluation and budgeting.
• Contribute to the in-country interagency PSEAH Network and participate in internal and interagency PSEAH communication and coordination initiatives.
• Support development of Standard Operating Procedures and establishment of an inter-agency Community-Based Complaint Mechanism.
• Facilitate and participate in establishment of inter-agency community-based complaints mechanism in coordination with relevant units and partners.
• Work closely with IOM Regional Office and HQ to ensure alignment with global PSEAH Strategy.
• Support IOM teams to embed SEA risk mitigation within programming and HR practices.
• Share key PSEAH messages and mandatory reporting requirements through trainings, meetings, newsletters and communications.
• Support country-wide SEA risk assessment and ensure mitigation and response strategies within programming and operations.
• Oversee development and coordination of PSEAH trainings for staff, partners and stakeholders.
• Provide updates on training compliance and manage training delivery and certification.
• Develop communication and awareness-raising strategies and tools for PSEAH messaging and reporting.
• Map community engagement projects to insert PSEAH messages and gather community input.
• Support development of PSEAH proposals and mainstreaming within programming.
• Coordinate with partners on PSEAH needs and responses.
• Develop and contribute to reporting on PSEAH work within programming.
• Support development and mapping of victim assistance pathways and referral mechanisms.
• Review and assess referrals for victim assistance and support strengthening of victim services.
• Undertake duty travel as required.
• Perform other duties as assigned.

Requirements

• Bachelor’s degree in Law, International Relations, Psychology, Social Sciences, Development Studies and Planning or a related field from an accredited academic institution with five years of relevant professional experience; or, High school diploma with seven of relevant professional experience.
• Experience in the fields of sexual exploitation and abuse, protection, child protection, gender-based violence, accountability to affected populations (AAP), gender mainstreaming and/or humanitarian affairs.
• Strong coordination experience within the UN system and amongst interagency partners, including governments, NGOs, and communities.
• Experience in developing and facilitating PSEA trainings, in particular capacity-building, and communication materials to promote behavior change.
• Experience undertaking PSEA risk assessments, in coordination with communities, partners, and UN and other key stakeholders.
• Demonstrated ability to work across a wide variety of sectors/teams on cross-cutting themes.
• Good written and oral communication skills, effective in representation and liaison with external partners.
• Experience in policy and proposal development and the creation of standard operating procedures and tools.
• Ability to organize work, work independently and prioritize work under pressure, coordinate multiple tasks, maintain attention to detail, and coordination with a variety of stakeholders.
• Knowledge and understanding of IOM’s institutional approach on PSEA and related strategies, policies, rules and regulations.
• Knowledge of the UN system and architecture.
• Knowledge of mainstreaming best practices and partnership models to ensure coordination of the same across a diversified range of actors.
• Ability to work with and maintain strict confidentiality, when necessary.
