See your match score & applyThe Senior Protection Associate (Outreach) supports outreach and community-based protection activities for vulnerable migrants in Libya, including facilitating Voluntary Humanitarian Return (VHR) assistance. The role involves planning, implementing, and monitoring outreach activities, supervising outreach team members, and maintaining relationships with key stakeholders to ensure protection-sensitive engagement.
Responsibilities
- Support the Outreach and Community based protection Officer in the planning, implementation, and monitoring of outreach activities in migrant communities across Libya, in close synergy with IOM Libya Units including the Displacement Tracking Matrix (DTM) and relevant PxD teams.
- Identify and refer migrants interested in IOM’s services including Voluntary Humanitarian Return (VHR) assistance in accordance with established procedures, ensuring protection-sensitive engagement and respect for informed decision-making.
- Arrange meetings with Embassies of Third Country Nationals (TCNs), community leaders, and migrant groups to disseminate accurate and updated information on the VHR programme and its procedures, in coordination with the Consular Support Team and the CBP Team.
- With guidance from the Outreach and community-based Officer, support the maintenance of strong working relationships with key VHR and protection stakeholders, including UN agencies, international and national NGOs, and relevant government actors.
- Supervise Outreach team members, assigning task and monitoring performance and adherence to PxD guidelines and procedures.
- Support staff development through coaching, feedback, and training, promoting quality service delivery and strengthening protection competencies within the team.
- Support the Outreach and CBP Officer in monitoring the Community Mobilizer mechanism across Libya to expand outreach coverage and strengthen protection-sensitive information sharing.
- Provide regular operational feedback to the Analysis and Feedback Team Leader, highlighting protection trends, risks, and community concerns, and flagging urgent issues to PxD management.
- Apply protection principles, including Do No Harm, confidentiality, and inclusiveness in all outreach activities and comply and assist in monitoring compliance with IOM standards and SOPs.
- With guidance from the Outreach and CBP Officer, draft and disseminate information materials (digital and paper based) in collaboration with the community and relevant IOM units.
- Organize and participate in outreach sessions on the VHR programme and relevant protection topics.
- Safeguard the confidentiality, accuracy, and integrity of all outreach and protection documentation, adhering to IOM’s data protection rules and code of conduct.
- Adhere and monitor adherence to core protection principles, including Do No Harm, confidentiality, survivor-centered approaches, IOM’s gender equality commitments and PSEA policies and flag any compliance issues to the supervisor.
- Perform any other protection-related duties as may be assigned by PxD management.
Requirements
- Completed university degree from an accredited academic institution in Political or Social Sciences, Development Studies, Social Work, Human Rights, International Relations or Law, or other relevant field with four years of relevant experience, or School diploma with six years of relevant experience.
- Demonstrated management and leadership skills.
- Experience in the field of the community-based protection and outreach activities.
- Effective organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines.
- Demonstrated problem solving attitude and skills.
- Good written and spoken communications skills, good interpersonal skills, ability to work in a multi-cultural environment.
- Knowledge of community-based protection and outreach activities.
- Demonstrated experience in developing and implementing response plans.
- Fluent in English and Arabic, both written and spoken, knowledge of French is considered an advantage.
- Good knowledge of MS Office applications Excel, Word, Outlook, etc.
- Fluency in English and Arabic is required. Working knowledge of French is an advantage.
