The Senior Programme Associate supports the implementation of Protection and Immigration and Border Governance activities in Poland. The incumbent oversees project activities, liaises with stakeholders, coordinates a team of cultural mediators, and ensures effective delivery of protection interventions.

Responsibilities

  • Independently lead and coordinate the implementation of the project; monitor implementation of the activities to ensure work is proceeding according to established plans; analyse implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environment on the field.
  • Regularly research, follow-up, compile, analyse and present information/data on national, regional and international developments, reports, legislation and other relevant documentation, highlighting noteworthy issues for the consideration of appropriate parties.
  • Monitor budget expenditures; verify availability of funds and maintain a proper record of approved project budgets and their revisions.
  • Coordinate and monitor the financial, administrative and technical aspects of the project in line with IOM policies and donor requirements.
  • Plan, coordinate and conduct capacity building workshops for relevant internal and external parties.
  • Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
  • Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports; ensure status reports are prepared and submitted in a timely manner.
  • Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), policies and concept papers and support the development of new projects.
  • Supervise and provide guidance and training to reporting staff.
  • Perform other related duties as assigned.

Requirements

  • High School diploma with seven years of relevant experience; or, Bachelor's degree in Law, Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights or related fields from an accredited academic institution with five years of relevant professional experience.
  • Experience in liaising with Border Guards, Office for Foreigners and any other governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
  • Experience of delivering legal information to migrants in reception and detention centres.
  • Experience in developing and conducting trainings on migration law.
  • Experience in supervising a team of minimum 4 persons and collaborating with finance and procurement departments.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • Knowledge of a broad range of migration-related subjects, particularly Protection and Immigration and Border Governance programming.
  • Excellent knowledge of the legal framework related to migrants’ rights in Poland.
  • Strong analytical, reporting, and problem-solving skills.
  • Excellent communication, negotiation, and cross-cultural interpersonal skills.
  • Client-oriented approach with personal commitment, efficiency, flexibility, and proactive attitude.
  • Advanced Microsoft Office and administrative skills; ability to work effectively under time pressure and with minimal supervision.
  • Strong work ethics and commitment to humanitarian principles; demonstrated ability to meet deadlines and perform well under pressure.
  • Fluency in English, Polish and Russian (oral and written) is required.
  • Knowledge of Ukrainian is desirable.
