See your match score & applyThe Senior Programme Associate supports the identification, design, and development of new programmes and projects for IOM Libya, including needs assessments, data analysis, stakeholder consultations, and proposal drafting. The role also involves project cycle management, donor liaison, programme/resource management, knowledge management, and technical support to programme units.
Responsibilities
- Support and contribute to the identification, design and development of new programmes and projects, including for the Benghazi Sub-Office, through needs assessments, data analysis, stakeholder consultations and the drafting of concept notes and proposals in accordance with donor priorities and IOM Libya strategic objectives.
- Support the coordination of project development processes and ensure timely preparation of project reports and related documentation in compliance with IOM standards and donor requirements, in coordination with the Country Office (CO), Regional Office (RO) and Headquarters (HQ), as relevant.
- Maintain effective working relationships with donors, government counterparts and partners, and contribute to communication, reporting and follow-up on project revisions, modifications and extensions.
- Contribute to programme and resource management functions by monitoring budget utilisation, tracking project progress and helping ensure compliance with operational and administrative requirements to support accurate programme implementation records.
- Provide technical and administrative support to programme units, including capacity building on project development processes, donor requirements and relevant corporate tools such as PRIMA contributing to consistent application of established procedures.
- Support the integration of institutional frameworks, including the SRF, in project development, monitoring and reporting processes for alignment with organisational requirements.
- Support Knowledge Management (KM), documentation and compliance processes, by maintaining project records, compiling due diligence and risk management documentation, and drafting briefing materials, reports and visibility products contributing to accurate programme information and institutional records.
- Undertake duty travel, as required, to provide programme development and coordination support consistent with operational requirements.
- Perform such other relevant duties as maybe assigned.
Requirements
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, Public Administration, Business Administration, Economics or a related field from an accredited academic institution with five years of relevant professional experience; or, High School diploma with seven years of relevant professional experience.
- Experience in project development, project cycle management, reporting, donor liaison and partnership support.
- Experience preparing concept notes, proposals, briefing materials, narrative reports and related project documentation.
- Experience coordinating with governmental authorities, donors, United Nations agencies, national/international institutions and non-governmental organisations.
- Experience supporting programme/resource management functions, including budget monitoring, tracking project progress and compliance follow-up.
- Prior work experience with international humanitarian organisations, non-governmental or government institutions in a multi-cultural setting is an advantage.
- Strong drafting, analytical and coordination skills, including the ability to synthesise needs assessment findings, data and stakeholder inputs into project development products.
- Knowledge of donor programming, donor reporting requirements and project revision, modification and extension processes.
- Knowledge of project cycle management, results-based management, risk management, due diligence and compliance documentation.
- Ability to support budget monitoring and track project implementation progress in coordination with programme and resource management colleagues.
- Ability to use and support corporate tools and frameworks relevant to project development and reporting, including PRIMA and the SRF.
- Fluency in English (oral and written) is required. Working knowledge of Arabic and/or French is desirable.
