The Senior MEAL Associate (AAP) supports the development and implementation of the mission’s Accountability to Affected Populations (AAP) plans, oversees complaints and feedback mechanisms, conducts capacity building activities, and monitors project-level activities to ensure quality monitoring evidence and adaptive programme management. The role involves managing community feedback mechanisms and reporting on findings to inform programming decisions.

Responsibilities

  • Support the development of an AAP plan and strategy for the IOM Mission including conducting rapid assessments of current AAP practices.
  • Support strengthening of feedback and complaint mechanisms within IOM operations and programs and analyze input to determine trends.
  • Lead planning, implementation, operation and continuous improvement of the Mission's AAP and Community Feedback Mechanism (CFM).
  • Manage and oversee the CFM Contact Centre and Case Management Platform operations and team of enumerators.
  • Support needs assessment, planning, monitoring, and evaluation processes encouraging participation of affected populations.
  • Conduct information and communication needs assessments of affected populations and implement IOM's response.
  • Promote two-way communication with refugee and migrant communities and provide information on IOM activities.
  • Plan and organize AAP training activities for IOM staff and partners.
  • Coordinate initiatives with PSEA focal points, gender, communication, and other relevant areas.
  • Document context-specific AAP good practices in IOM programs and inter-agency initiatives.
  • Support and guide field teams in setting up and implementing accountability initiatives and feedback mechanisms at field level.
  • Regularly undertake field monitoring visits and supervise team members.
  • Submit weekly and monthly reports on monitoring and evaluation activities.
  • Produce monthly and quarterly AAP reports to inform programming.
  • Plan, coordinate, implement and report project-level monitoring, reporting, risk management and learning activities.
  • Perform any other tasks as assigned.

Requirements

  • University degree in Social Sciences, Statistics or Development Studies or a related field from an accredited academic institution with four years of relevant professional experience; or Completed High School degree from an accredited academic institution with six years of relevant professional experience.
  • Proven strong social commitment and demonstrated ability to work in multicultural and multidisciplinary environments.
  • At least four years of demonstrated experience in monitoring and reporting in emergency conflict contexts using quantitative and qualitative methodologies.
  • At least four years of demonstrated experience in Microsoft Office programmes and feedback collection software skills (e.g. Word, Excel, Kobo, MS Forms, and Power Point).
  • At least two years of professional experience in monitoring and evaluation workstreams involving participatory feedback collection, qualitative and quantitative engagements (e.g. focus groups, interviews, household visits, surveys etc.), community participation, citizen participation, accountability, behavior change and intercultural dialogue.
  • At least two years of demonstrated experience in knowledge of different communication channels (e.g. social media networks, local intermediaries, telephone, websites, face-to-face communication, IC materials).
  • At least two years of previous experience working with an International Organization, UN agencies or NGOs.
  • At least four years of proven relevant experience in Türkiye or comparable contexts in the Region.
  • Willingness to travel up to 30% of the time.
  • Fluency in English and Arabic is required.
  • Working knowledge of Turkish is required.
