Senior M&E Associate (IBG)

The Senior M&E Associate supports the Monitoring and Evaluation functions of the thematic programme to strengthen border management authorities in Egypt. The role involves tracking, analysis, and reporting of programme activities related to combating cross-border crimes and strengthening border governance, including data collection and reporting processes.

Responsibilities

• Support the implementation and updating of projects monitoring plans, indicator tracking tools and reporting schedules.
• Maintain and update project M&E frameworks in PRIMA M&E, supporting data accuracy, completeness, and compliance with IOM standards.
• Compile and track project indicator data, analyse results, and support progress reporting against approved results matrices.
• Conduct regular monitoring of project activities, outputs, and outcomes, including field monitoring missions, remote monitoring, and partner monitoring.
• Support the application of data quality assurance (DQA) processes, including verification, validation, and triangulation of data from multiple sources.
• Support the implementation of assessments, surveys and data collection activities using approved digital tools.
• Support evaluation activities through data collection, logistics coordination and documentation in line with IOM’s evaluation standards.
• Support meetings and learning events related to project findings.
• Produce data visualizations, dashboards, and analytical summaries using Power BI or other approved tools.
• Document lessons learned, promising practices, and evidence emerging from monitoring exercises.
• Support the organization of learning events, after-action reviews, and adaptive management discussions.
• Integrate AAP mechanisms into monitoring tools and support the tracking and reporting of feedback, complaints, and response pathways.
• Monitor the implementation of protection, gender, and Do-No-Harm considerations within IBG activities.
• Support the development and maintenance of safe, accessible, and confidential feedback channels for beneficiaries and stakeholders.
• Collect and consolidate monitoring information that may be relevant to programme risks and implementation challenges.
• Report data inconsistencies or documentation gaps to supervisors for follow-up.
• Support the application of responsible data management in line with IOM’s Data Protection Principles, data governance policies, and ethical standards.
• Maintain digital databases for capacity-building activities, beneficiary information, and monitoring results.
• Support the rollout and use of PRIMA, Kobo and other digital platforms.
• Perform any other related tasks assigned by supervisors.

Requirements

• Bachelor’s degree in Monitoring and Evaluation, Statistics, Economics, Social Sciences, International Relations, Development Studies, Migration Studies, Public Administration, or a related field from an accredited academic institution with four years of relevant professional experience; or High school diploma with six years of relevant experience;
• Demonstrated experience in M&E, RBM, data analysis, and reporting in humanitarian or development contexts.
• Experience working with digital data collection tools and data visualization platforms (Power BI).
• Experience in monitoring, data collection, database management and reporting.
• Experience with PRIMA or similar project management systems is an asset.
• Experience in capacity building and coordination with government counterparts is desirable.
• Strong analytical, reporting, and writing skills.
• Knowledge of RBM, IRF indicators, and M&E methodologies (qualitative and quantitative).
• Ability to develop, adapt and apply surveys and monitoring tools.
• Strong interpersonal skills and ability to work in diverse teams.
• Understanding of AAP, protection mainstreaming, and Do-No-Harm principles.
• Proficiency in digital data systems and data visualization.
• Fluency in English and Arabic (oral and written).
