The Senior Child Protection Associate supports the GBV and Child Protection Officer in operational planning, supervision of child protection staff, case management, training, partnership building, and coordination of child protection activities in Libya. The role involves monitoring projects, supporting vulnerable migrants, and ensuring adherence to protection principles.

Responsibilities

  • Assist the GBV and Child Protection Officer in the operational planning of IOM Libya Child Protection interventions.
  • Supervise IOM/CTG Libya Child protection staff in Libya, distribute tasks, set work-plans and follow up on performance, plan daily visits to urban areas, IDP camps and detention centers, review and assign cases, implement and follow-up on Child Protection case management plans.
  • Support the GBV and Child Protection Officer to review child protection assessments and check accuracy of information collected, send family tracings to receiving missions and approve Child Protection cases before departure.
  • Support referral of Child Protection cases to relevant partner organizations and other departments within IOM for follow-up, assist in identifying urgent protection needs and solutions including emergency assistance.
  • Flag and refer vulnerable cases related to CP for voluntary humanitarian return (VHR); coordinate and follow up with VHR team, embassy representatives, and receiving office.
  • Support the GBV and Child Protection Officer to provide regular CP training sessions and mentoring to staff on CP case management, data and reporting, protection principles and other relevant topics.
  • Support partnership-building activities with key CP local stakeholders including government and non-governmental partners in Tripoli.
  • Regularly update the CP service mapping for all locations under responsibility.
  • Support the organization and convening of meetings, trainings, Community Based Protection child focused activities including recreational activities for children, workshops and other events.
  • Support logistical arrangements for protection staff under supervision including coordinating with other programs and Resource Management Unit for office equipment, duty travel, airtime etc.
  • Assist in developing SOPs and reports with the GBV and Child Protection Officer when needed.
  • Support coordination with data management colleagues in maintenance of protection-related CP case-management records and files in line with IOM data protection principles; provide statistics and reports as required.
  • Serve as a designated escort for individuals involved in protection cases and return movements ensuring safety, dignity and well-being throughout the journey.
  • Adhere and monitor adherence to protection principles including Do No Harm, IOM gender and PSEA policies and flag compliance issues to supervisor.
  • Perform other duties as may be assigned.

Requirements

  • Bachelor’s degree in international relations, Development; or Social Sciences, Business or Public Administration, Law or relevant field; with four years’ experience in a relevant field from an accredited academic; or, School diploma with six years of relevant experience.
  • Knowledge and experience in supervising staff members.
  • Experience in the field of child protection and humanitarian emergency response.
  • Effective organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines.
  • Good knowledge of MS Office applications (e.g., Excel, Word, Outlook, etc.).
  • Demonstrated problem solving attitude and skills.
  • Good supervisory skills.
  • Good written and spoken communications skills, good interpersonal skills, ability to work in a multi-cultural environment.
  • Reliable, efficient, and high level of professionalism.
  • Fluency in English and Arabic (oral and written).
