Programme Officer (DTM) (P)

The Programme Officer (DTM) supports global Displacement Tracking Matrix operations through country support, coordination with Regional Data Hubs, and targeted deployments. The role contributes to strengthening DTM methodologies and standards, enhancing engagement with partners, and managing specific solutions initiatives related to internal displacement data.

Responsibilities

• Support global DTM operations through direct engagement with country missions, including technical backstopping, operational guidance, and targeted support.
• Coordinate with Regional Data Hubs (RDHs) and country teams to ensure coherent, efficient and scalable implementation of DTM activities, including facilitating information exchange and alignment with global priorities.
• Support the DTM contribution intra-unit coordination, especially through support to the Head of Operations’ contribution to Migration Emergency Coordination (MEC) groups, in order to facilitate the use of DTM capacity to enhance IOM operations.
• Act as the focal person for data for solutions within DTM, and support coordination of solutions across IOM programmes.
• Support the coordination, development, roll-out and production of IOM’s annual global report on the state of solutions to internal displacement, including related data collection and analysis tools across priority countries.
• Coordinate and support Data for Solutions programming, including country data collection and displacement profiles, implementation of DSID recommendations and working groups, field support for project development, fundraising, dissemination, training and programme design, and the roll-out of data initiatives that support prevention and solutions.
• Represent IOM or global DTM Support Team at technical meetings, workshops, and working groups as necessary in relation to DTM programming related to solutions at global level and in the field.
• Contribute to the design, development and roll-out of DTM methodologies, tools and standards, ensuring consistency, quality assurance, and alignment with global frameworks and inter-agency guidance.
• Support surge and deployment mechanisms, including participation in field missions, to strengthen DTM coordination and operational capacities in emergency and protracted contexts.
• Engage with internal and external stakeholders, including IOM units, government counterparts, and inter-agency platforms (e.g. EGRISS), to strengthen coordination, partnerships, and uptake of DTM data and approaches.
• Contribute to resource mobilization efforts, including the development of project proposals, concept notes, and strategic funding initiatives in line with DTM priorities.
• Perform such other duties as may be assigned.

Requirements

• Master’s degree in Political or Social Sciences, International Relations, Statistics, Data Science, Information Management, or a related field from an accredited academic institution and five years relevant professional experience; or University degree in the above fields with seven years of relevant professional experience.
• Accredited Universities are those listed in the UNESCO World Higher Education Database.
• At least five years (or seven years with a Bachelor's degree) of relevant professional experience in humanitarian operations, data/information management, coordination, or related areas.
• Experience supporting or coordinating operations in humanitarian or development contexts, including engagement with country offices and regional structures.
• Experience in the development and application of data collection methodologies, assessments, or information management tools.
• Experience working with UN agencies, international organizations, or government counterparts in coordination or partnership roles.
• Experience contributing to programme development, including proposal writing and resource mobilization efforts.
• Previous field experience, including in emergency or complex environments, is desirable.
• Demonstrated knowledge of displacement, migration, and humanitarian data systems, including familiarity with DTM or similar frameworks.
• Proven analytical skills, including experience with data analysis tools and methodologies.
• Demonstrated coordination and communication skills, with the ability to engage effectively with diverse stakeholder.
• Proficiency in standard office software (e.g. MS Office), with advanced Excel/data handling skills considered an asset.
• Demonstrated ability to work under pressure, manage multiple priorities, and deliver results in complex operational contexts.
• Fluency in English (oral and written) is required.
• Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
