The Programme Manager (READY) will manage, coordinate and oversee the implementation of Component 2 (Disaster Readiness) of the COFA READY project in Palau. The role involves collaboration with government counterparts, UN agencies, donors, and other stakeholders to ensure effective delivery of project activities and compliance with donor requirements.

Responsibilities

  • Manage the implementation of the COFA READY project Component 2 in Palau by exercising administrative, operational, and financial management responsibility for the programme activities.
  • Establish and maintain strong relationships across UN Agencies, humanitarian organizations, government (specifically NEMO), the donor, and community interlocutors in Palau to ensure the successful implementation of COFA READY project Component 2 in Palau.
  • Collaborate closely with NEMO and the donor to ensure alignment on priorities identified during programme implementation.
  • Coordinate the design and development of new programme activities, ensuring they are grounded in a solid results framework and responsive to emerging trends, priorities, and donor requirements.
  • Facilitate initial planning sessions at the start of the programme to establish priorities for Years 1, 2, and 3 for Palau.
  • Conduct regular workshops with NEMO to address any changes in programme activities, and facilitate ongoing cross-learning activities with FSM and RMI government counterparts to promote knowledge sharing and collaboration.
  • Oversee the development of yearly programme workplans covering the three years of implementation, as requested by the donor.
  • Provide operational management, guidance and technical supervision to staff, assisting with programmatic strategy and implementation, including where to focus programme resources and operational challenges as they arise.
  • Ensure that key programmatic decisions are shared with the donor, including regular programmatic updates and key milestones/events to secure donor participation.
  • Coordinate and manage the compilation of programme updates and briefs to the donor, government and other relevant stakeholders, ensuring compliance with donor requirements and procedures.
  • Ensure timely and quality preparation and submission of all interim programme reports covering Palau, in close coordination with PSU according to requirements of IOM and the donor.
  • Monitor progress against strategic objectives and programme benchmarks, and provide advice with respect to improvements and corrections; work closely with the Monitoring and Evaluation Officer based in Pohnpei on the establishment of a common M&E framework.
  • Oversee the production of visibility/communications materials in close coordination with the Communications Officer of the Country Office.
  • Collaborate closely with the Procurement and Logistics Unit to ensure timely procurement of programme activities in accordance with the workplan submitted to the donor.
  • Coordinate the development, dissemination and regular update of assessment and monitoring tools.
  • Draft Standard Operating Procedures for programme activities, if required.
  • Oversee the development and maintenance of data collection and analysis mechanisms for the programme.
  • Undertake travel duties nationally or internationally, as required, including regular visits to Sub-Offices, to coordinate, develop and/or support programme implementation.
  • Perform such other duties as may be assigned.

Requirements

  • Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution with five years of relevant professional experience; or, University degree in the above fields with seven years of relevant professional experience.
  • Extensive experience in implementing disaster preparedness and response programmes, community recovery and strengthening government and community capacity.
  • Previous experience coordinating a multi-year donor-funded project with a strong reputation for developing excellent collaborative working relationships with counterparts, other contracts and international organizations and donors.
  • Demonstrated experience managing programs that effectively address solutions for disaster readiness and response.
  • Experience working in the North Pacific is strongly preferred.
  • Experience in organizing consultations, workshops and seminars with high-level stakeholders.
  • Knowledge of UN and bilateral donor programming.
  • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities.
  • Excellent leadership, coordination, and information management skills.
  • Detailed knowledge of the UN System, NGOs and other international organizations/institutions.
  • Demonstrated skills in effectively managing and coordinating US-funded projects.
  • Experience managing staff from diverse environments and backgrounds.
  • Strong conceptualization, analytical, and writing skills.
  • Strong communication, organizational, and interpersonal relationship skills.
  • Ability to meet deadlines and work under pressure with minimum supervision.
  • Ability to establish and maintain partnerships with development partners, government counterparts, UN agencies, local authorities, and other relevant stakeholders.
  • Fluency in English is required (oral and written).
  • Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
