The Programme Coordinator (READY) will oversee the Component 2 (Disaster Readiness) activities across the Federated States of Micronesia, Republic of Palau, and Republic of Marshall Islands under the COFA READY project. The role involves strategic leadership, programme management, stakeholder engagement, and resource oversight to ensure effective disaster readiness and response.

Responsibilities

  • Provide strategic leadership and oversight for the COFA READY Component 2 (Disaster Readiness) across FSM, RMI, and ROP, ensuring alignment with IOM standards, donor requirements, and regional priorities.
  • Provide strategic engagement with the Department of Environment, Climate Change and Emergency Management (DECEM), National Emergency Management Office (NEMO), and National Disaster Management Office (NDMO) government partners across the 3 countries in close coordination with the Programme Managers in RMI and ROP.
  • Serve as the Programme Coordinator for Component 2 across the RMI, FSM, and ROP, while also serving as the Programme Manager for FSM.
  • Lead the refinement and oversee the implementation of RMI, ROP, and FSM yearly workplans, including Standard Operating Procedures (SOPs), assessment tools, and programme activities where necessary.
  • Lead engagement and representation with the donor (Department of State (DOS)), government counterparts, and key stakeholders to strengthen partnerships and advance Component 2 objectives.
  • Serve as primary focal point with FSM’s government partner, DECEM, by coordinating, planning, and overseeing implementation, as well as holding regular meetings to ensure Component 2 activities in FSM are delivered in accordance with the donor requirements.
  • Ensure effective accountability and risk management through strong oversight, internal controls, and compliance with donor agreements and IOM policies.
  • Oversee programme staffing and human resource management, including workforce planning, recruitment, performance management, and staff development, in coordination with the CoM, HoP, and Resource Management Officer (RMO).
  • Provide oversight of programme quality assurance and Monitoring, Evaluation, Accountability, and Learning (MEAL) systems, guiding performance monitoring, results-based management, results measurement, and evidence-based decision-making in coordination with the Monitoring and Evaluation (M&E) Officer.
  • Lead strategic communications and visibility efforts to strengthen stakeholder engagement, donor visibility, and dissemination of programme achievements and lessons learned.
  • Promote coordination across the programme target countries to enhance technical coherence, knowledge sharing, and operational synergies.
  • Oversee donor reporting and external communications, ensuring timely submission of high-quality reports, updates, and deliverables to DOS in coordination with programme teams and the Programme Support Unit (PSU).
  • Ensure effective programme resource management, including budget oversight, expenditure monitoring, financial forecasting, and compliance with donor and IOM regulations.
  • Support resource mobilization and strategic partnerships, identifying opportunities to expand disaster preparedness and resilience programming across the COFA nations.
  • Perform such other duties as may be assigned to support programme objectives and organizational priorities

Requirements

  • Master’s degree in International Relations, Political Science, Business or Public Administration, International Studies, or a related field from an accredited academic institution with seven years of relevant professional experience; or, University degree in the above fields with nine years of relevant professional experience.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.
  • Extensive experience in leading programmes of disaster preparedness and response, community recovery and strengthening government and community capacity.
  • Demonstrated managerial experience in staff supervision, performance management and staff development.
  • Proven record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional and international institutions, international agencies (i.e., UN), and civil society organizations.
  • Previous experience managing multi-year US-funded projects with a strong reputation for developing excellent collaborative working relationships with counterparts, other contracts and international organizations and donors.
  • Demonstrated experience managing programmes that effectively address solutions for disaster readiness and response.
  • Experience working in the North Pacific is strongly preferred.
  • Demonstrated skills in effectively managing, coordinating, and negotiating with other durable solutions actors, donors, other U.S.-funded projects, U.S. embassies, and host country governments and local authorities.
  • Ability to manage USG and other donor awards, including compliance with all reporting requirements.
  • Experience managing staff from diverse environments and backgrounds.
  • Sound judgment, ability to analyze information and make decisions rapidly to resolve operational problems.
  • Efficiency, flexibility, high level of professionalism and ability to adhere to strict deadlines.
  • Strong leadership, management, and coordination capacity.
  • Advanced computer skills, and proficiency in spreadsheet and database applications.
  • Fluency in English is required (oral and written).
  • Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
