See your match score & applyThe National Project Officer supports the planning, coordination, implementation and monitoring of community-based reintegration and Enterprise Development Fund activities in Ethiopia. The role involves assisting with partner coordination, compiling monitoring information, preparing reports, and supporting operational and capacity-building activities to promote sustainable reintegration and local economic development for returnees and host communities.
Responsibilities
- Assist in the coordination, implementation and monitoring of community-based reintegration activities in line with IOM’s Integrated Approach to Reintegration and Community-Based Planning Approach, supporting activities that address economic, social and psychosocial dimensions of reintegration.
- Support the organization of community assessments, market analyses, value chain assessments and stakeholder consultations to identify reintegration needs, local development priorities and opportunities for community-based initiatives.
- Support the development and implementation of community-based reintegration activities benefiting returnees, vulnerable migrants and host communities, including livelihoods initiatives, community infrastructure, social cohesion activities and service delivery strengthening interventions.
- Support the day-to-day implementation of the Enterprise Development Fund (EDF) component, including outreach to eligible enterprises, preparation of selection documentation, coordination of due diligence processes, follow-up with selected enterprises and compilation of monitoring information.
- Assist with engagement with private sector actors, SMEs, business associations, financial institutions, chambers of commerce and entrepreneurship support organizations to promote employment and local economic opportunities for returnees and host communities.
- Contribute to the preparation and update of EDF operational plans, grant documentation, monitoring tools, risk mitigation measures and accountability mechanisms to support transparent and effective implementation of EDF activities.
- Provide routine coordination support to field focal points, implementing partners and service providers to facilitate timely implementation of community-based reintegration and EDF activities at the local level, flagging operational challenges and proposing practical follow-up actions.
- Maintain regular communication with relevant IOM programme units, government counterparts and partners to support coherence, complementarity and information sharing across reintegration, livelihoods, employment creation and local development activities.
- Assist with collaboration with federal, regional and local government authorities, community structures and relevant technical working groups to support national ownership and sustainability of reintegration programming.
- Monitor the work of implementing partners and service providers supporting community-based reintegration activities, and report on adherence to agreed workplans, IOM standards, donor requirements and protection principles.
- Support the planning, organization and delivery of capacity-building activities for government counterparts, private sector actors, civil society organizations, community leaders and field teams on reintegration, livelihoods development, referrals, entrepreneurship promotion and community engagement approaches.
- Collect, verify and consolidate monitoring data, beneficiary feedback and lessons learned related to community-based reintegration and EDF results, including employment generation, income creation, market access and sustainability indicators.
- Undertake regular field monitoring visits to follow up on activity implementation, beneficiary satisfaction, community engagement and sustainability of reintegration outcomes, and prepare mission notes with observations and recommended follow-up actions.
- Prepare inputs for donor reports, briefing notes, concept notes, presentations, success stories and technical documentation related to community-based reintegration, EDF and local economic development interventions.
- Contribute to project development and resource mobilization efforts by providing field-based inputs, data, lessons learned and activity descriptions related to reintegration, protection, livelihoods, employment and local development approaches.
- Participate in relevant coordination mechanisms, technical working groups, government consultations and partner meetings related to reintegration, employment creation, migration governance and community development, as delegated by the supervisor.
- Perform such other duties as may be assigned.
Requirements
- Bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or, Master’s degree in the above-mentioned fields.
- Experience in supporting the implementation of community-based reintegration projects, including grants or enterprise development funds.
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
- Experience working with implementing partners, NGOs and community-based organizations.
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
- Experience working with financial institutions, chambers of commerce, private sector actors and business development service providers.
- Experience conducting market assessments, value chain analyses and livelihoods assessments.
- Experience implementing reintegration projects and/or similar projects at the global or regional level with a UN agency, or an international organization is an asset.
- Experience supporting the delivering of training programmes, especially on the topic of reintegration, for both an internal and external audiences.
- Experience in monitoring employment creation, enterprise growth, livelihoods and income-generation outcomes.
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
- Experience in the field of migration issues, including operational and field experience, project development, and management and report writing.
- Strong knowledge of Integrated Approaches to Reintegration and community-based reintegration methodologies.
- Understanding of migration, return and reintegration programming.
- Knowledge of local economic development and livelihoods approaches.
- Knowledge of SME development, entrepreneurship support and access-to-finance mechanisms.
- Understanding of grants management and private-sector partnerships.
- Monitoring, Evaluation, Accountability and Learning (MEAL) skills.
- Strong report writing and analytical skills.
- Project cycle management skills.
- Budget monitoring and financial management skills.
- Stakeholder engagement and partnership development skills.
- Data analysis and database management skills.
- Advanced Microsoft Office applications (Word, Excel, PowerPoint).
