The National Programme and Liaison Officer supports the overall management and administration of the IOM Office in Minsk and contributes to the implementation of IOM programmes in line with organizational policies and standards. The role involves coordination with government authorities, international organizations, and other stakeholders, as well as supporting programme implementation and reporting.

Responsibilities

  • Provide support to the CoM in managing the Operational, Human Resources, Administrative, Financial and Supply Chain functions of the Office in accordance with the IOM’s rules and regulations, and contribute to the implementation of institutional procedures across the Office.
  • In coordination with, and upon request of, the CoM, participate in meetings with Government Authorities, International Organizations, including the UN, non-governmental organizations, voluntary agencies, as well as public media and Private Sector.
  • In coordination with the CoM, contribute to maintaining, promoting and strengthening the working relationships with national governmental authorities, international organizations and NGOs, and other stakeholders in the field of migration management.
  • Provide technical inputs to the design and development of new projects in close coordination with the CoM, the RO, and other Programme Management counterparts.
  • Support the CoM in coordinating compliance with safety and security procedures for IOM staff, premises, and assets in the Office in collaboration with the United National Department of Safety and Security (UNDSS) in Minsk and other relevant stakeholders, including through participation in relevant meetings.
  • Support the implementation and reporting of all programme activities in the Office in line with IOM standards and in accordance with the donor/grant agreements.
  • Provide regular updates to the CoM on the progress on programme implementation, achievements and donor liaison issues.
  • Contribute to promoting the visibility of IOM and its donors, in accordance with donor agreements and as relevant to the context, in coordination with the CoM.
  • Perform such other duties as may be assigned.

Requirements

  • Master’s degree in Political or Social Sciences, Humanitarian Affairs, Law, International Relations, Disaster Risk Reduction/Disaster Risk Management, or a related field from an accredited academic institution with two years of relevant professional experience; or, Bachelor's degree in the above fields with four years of relevant professional experience.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.
  • Experience in liaison with the government authorities, donors, national/international institutions and multi-stakeholders.
  • Experience in project development and reporting.
  • Experience in programme implementation, monitoring and evaluation.
  • Experience working in an international or multicultural environment.
  • Experience working in post-conflict /emergency operations is an advantage.
  • Knowledge of migration management principles, concepts and techniques.
  • Ability to coordinate multiple activities and work effectively and harmoniously with colleagues from varied cultures and professional background.
  • Ability to work well under pressure and in difficult conditions.
  • Good communication and negotiation skills, project development skills, and ability to draft clearly and concisely.
  • A high degree of computer literacy.
  • Fluency in Russian and English (oral and written) is required.
  • Working knowledge of Belarusian is an advantage.
