The National Mapping Consultant will conduct a comprehensive review of Tajikistan's protection system for vulnerable migrants, children affected by migration or trafficking, and trafficking survivors. The consultant will identify gaps in legal frameworks, operational coordination, referral pathways, and service provision, and develop practical recommendations and draft guidance materials to strengthen protection outcomes.

Responsibilities

  • Conduct a rapid review of relevant national legislation, policies, SOPs, referral pathways, tools, and assessments related to protection of vulnerable migrants, children, and trafficking survivors in Tajikistan.
  • Identify key gaps in legal frameworks, operational coordination, referral processes, service accessibility, and confidentiality safeguards, with emphasis on practical issues.
  • Assess the capacity of existing services and referral pathways to respond to sexual exploitation and abuse (SEA) and sexual violence cases, including survivor-centred approaches and confidentiality measures.
  • Conduct targeted stakeholder consultations and key informant interviews with government officials, service providers, judiciary, law enforcement, civil society, international organizations, and migrant community representatives.
  • Develop concise recommendations and draft SOPs or guidance materials to strengthen identification, referral, assistance, coordination, and confidentiality practices.
  • Synthesize findings into a baseline summary and mapping report to inform national protection system strengthening efforts.
  • Coordinate with regional assessment efforts to ensure complementarity and information sharing.

Requirements

  • Established experience in migration protection, child protection, anti-trafficking, or related fields.
  • Proven ability to conduct comprehensive desk reviews of legal frameworks, policies, SOPs, referral mechanisms, and service assessments.
  • Experience conducting stakeholder consultations and key informant interviews with government officials, civil society, international organizations, service providers, and migrant community representatives.
  • Knowledge of international standards and best practices related to migrant protection, trafficking, child protection, and sexual exploitation and abuse (SEA) response.
  • Ability to analyze complex institutional coordination and operational gaps and develop practical, actionable recommendations.
  • Experience working in Central Asia or similar regional contexts is desirable.
  • Strong analytical, communication, and report writing skills.
  • Ability to handle sensitive information ethically and maintain confidentiality.
  • Consultancy experience up to 11 months, with initial contract duration of 3 months.
