International Consultant

The International Consultant will provide technical guidance to finalize the Migration and Asylum Strategy for Armenia, ensuring alignment with EU acquis, international standards, and good practices in migration governance. The consultant will conduct document reviews, stakeholder consultations, gap analysis, benchmarking, and develop recommendations to support the Government of Armenia and IOM in strengthening migration governance.

Responsibilities

• Conduct a comprehensive document review of reports on Migration and Asylum, visa and residence and citizenship, and the draft Migration and Asylum Strategy of Armenia.
• Review and provide recommendations on the structure of the Migration Strategy to ensure coherence, logical sequencing, and alignment with relevant EU standards and good practices.
• Hold online interviews with key government counterparts and implementing partners to collect insights on strategic alignment, gaps, and improvement areas.
• Evaluate strategic objectives, expected outcomes, and indicators of the Migration Strategy.
• Benchmark Armenia’s Migration Strategy against international models and successful country cases to identify missed elements, outdated components, overlaps, and areas needing modernization.
• Propose strategic, policy, and operational improvements with prioritized, actionable recommendations for implementation.
• Prepare and submit an inception report, assessment report, and draft final report with recommendations by November 25, 2026.
• Participate or moderate consultations with the Government of Armenia, IOM, and external stakeholders.
• Provide technical comments, guidance notes, and recommendations to support the refinement of the Migration Strategy.
• Ensure follow-up support and revision of newly submitted versions of the Strategy until the end of the consultancy.

Requirements

• Masters degree in international relations, law, security, migration, social studies or related subject matter.
• At least 5 years of relevant professional experience related to migration.
• Proven experience in reviewing and interpreting regulatory frameworks following EU acquis.
• Experience in working with public administration and governmental institutions.
• Familiarity with international standards related to migration.
• Experience in working with international organizations will be considered an advantage.
• Ability to provide clear guidance and recommendations.
• Fluency in English is required (oral and written).
• Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
