The Information Management Officer will support information management, data collection, data analysis and visualization activities for the public infrastructure and private housing reconstruction project in Chuuk to support programme reporting and information management for reconstruction and relief efforts. The role involves maintaining data management tools, compiling and analyzing data, training staff, and supporting communication and reporting activities.

Responsibilities

  • Maintain data management tools, including databases and applications, to support programme objectives across reconstruction, readiness and relief components.
  • Collect, consolidate and maintain data from the field for all emergency response, preparedness, recovery, reconstruction, and readiness programmes, maintaining efficient information flows and reporting mechanisms between the Information Management unit in Pohnpei and Sub-Offices in a timely manner.
  • Compile, store, analyse, and distribute programme information to relevant stakeholders, maintaining hard-copy and electronic back-ups of programme-related documentation in accordance with IOM’s data protection policy.
  • Train programme staff in proper inputting of data and utilization of these data management tools and applications to ensure quality data and efficient record keeping.
  • Carry out registration activities for the demographic data of the affected populations and those receiving reconstruction and voucher support and update maps and matrices showing densities and programme coverage by activity and geographic area.
  • Generate weekly, monthly, quarterly, and yearly project reports to IOM and donors focused on monitoring agreement targets, project performance, and other reports as required.
  • Process requests for information from the national government, donors, and other stakeholders and provide progress updates as requested.
  • Provide technical support for the development and implementation of communications plans that provide timely and accurate information to all relevant stakeholders in coordination with the Media and Communications Officer.
  • Assist in developing publishing materials and presentations, data visualizations and dashboard formats, including maps, statistics, online materials and information sheets, and provide technical support related to data presentation needs for reports, studies, publications and other written outputs.
  • Research, analyse and evaluate applications related to information systems and new technologies and processes for disasters and complex emergencies by working closely with Information Management Consultants under the readiness component to support consistency across IOM information management systems, applications and the Disaster Risk Management Information Management System (DRMIMS) developed for the government.
  • Undertake regular travel outside the duty station to project areas to verify programme information and support reporting and monitoring activities.
  • Comply with IOM policies and procedures, including prevention of sexual exploitation and abuse and promotion of a respectful work environment, to contribute to a healthy workplace.
  • Perform such other duties as may be assigned.

Requirements

  • Master’s degree in Information Management, Geographic Information Systems, Archival, Information Science, Information Systems, Social Science, or related field from an accredited academic institution with two years of relevant work experience; or, University degree in the above fields with four years of relevant professional experience.
  • Experience in the areas of information management, monitoring and evaluation, and construction management in developing countries and/or other relevant areas;
  • Experience in data collection, analysis, and presentation and in producing high-quality reports;
  • Experience working with IOM and/or USG-funded projects is preferred; and,
  • Experience in the Pacific region is an advantage.
  • Strong ability to compile and holistically analyse diverse datasets and statistical information and present information in understandable tables, charts, graphs and reports;
  • Excellent knowledge of MS Excel or MS Access (e.g., pivot tables and functions);
  • High level of organizational skills;
  • Established analytical and research skills within an information management context;
  • Ability to show initiative, manage priorities, meet deadlines, and exercise discretion, confidentiality, and sound personal judgement;
  • Good supervision, coordination, and information management skills;
  • Good knowledge of the UN System, NGOs and other international organizations/institutions;
  • Good communication, organizational and interpersonal relationship skills;
  • Ability to meet deadlines and work under pressure with minimum supervision; and,
  • Ability to maintain partnerships with development partners, government counterparts, UN agencies, local authorities and other relevant stakeholders.
  • Fluency in English (oral and written) is required.
  • Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
