See your match score & applyThe Grants and Capacity Building Officer will support the implementation of a project aimed at strengthening the capacity and leadership of civil society organizations in Haiti's border regions. The role involves managing grants, providing technical support, coordinating capacity building activities, and contributing to sustainable local systems for migration and reintegration challenges.
Responsibilities
- Provide support for the overall implementation of the assigned project activities, including the management of grants disbursement to CSOs, as well as its technical, budgetary and administrative aspects, in compliance with IOM policies and standards, as well as donor requirements, agreed timeline and deliverables, in close coordination with the Programme Manager.
- Support the overall implementation of the activities implemented by selected CSOs and IOM, including their financial, administrative and technical implementation, in compliance with IOM policies and standards, as well as donor requirements, agreed timelines and deliverables.
- In coordination with the Programme Manager, coordinate the work of partner CSOs receiving project funding to support and/or undertake specific activities, including the coordination of capacity building activities, through contracted partners, and ensure alignment with the project objectives.
- Contribute to the development of standard operating procedures, process flows, templates, and terms of reference for the key tasks of the project, in coordination with the Implementing Partnership team/Resource Management Unit (RMU). Support in conducting a partner mapping, the advertisement of Call for Expressions of Interests and Call for Proposals, and setting up framework agreements with selected CSOs, in compliance with agreed risk assessment criteria.
- Maintain close collaboration and contribute to strengthening the partnerships with relevant stakeholders. Liaise with field counterparts, CSOs and coordination structures (Area-Based Coordination groups, clusters etc.) as appropriate and provide updates on IOM operations as needed.
- Establish a project database for proposals submitted by CSO partners, grants documentation and ensure timely entry of all relevant grant information into the database.
- Contribute to ensuring that proper legal and financial documents are signed and submitted by the partner CSOs and coordinated with the LEG department for agreements, compliance unit for financial reviews and finance unit for the processing of payments.
- Review partner CSOs narrative reports, in coordination with the programme team, and provide process and technical guidance to partners for clarity, consistency, improvement and the provision of all information required by the program.
- Review and provide feedback on the accuracy of the partner workplans, budget expenditures and activity completion rates for weekly reporting to the Programme Manager.
- In close collaboration with the RMU and the project team, support the development and implementation of a capacity strengthening strategy and plan for partner CSOs based on their risk assessment, including mechanisms to track and assess capacity improvement among beneficiary CSOs as well as operations staff assigned to the programme.
- Provide guidance to partners on all administrative requirements of the project and facilitate their understanding of applicable procedures, and compliance obligations.
- Draft and produce progress and other reports and facilitate proper information exchange on all operational aspects of the programmes between IOM, project’s donors and other stakeholders, with the guidance of the Programme Manager.
- Participate in relevant conferences, workshops, steering committees and technical working groups, as well as other forums, to facilitate proper coordination and presentation of project activities.
- Perform such other duties as may be assigned.
Requirements
- Master’s degree in Law, International Relations, Political or Social Sciences, International Development, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or, Bachelor's degree in the above fields with four years of relevant professional experience.
- Experience in project development, grants monitoring and project reporting.
- Experience in coordination of various projects and different programme units/ partners.
- Experience in working on stabilization, reintegration, and/or protection.
- Experience working on European Union funded programmes.
- Experience in liaising with donors.
- Experience in emergency settings with in-depth knowledge of IOM/UN programme/project life cycles.
- Experience with UN and International Agencies, international or local NGOs preferred.
- Work experience in the Region is an advantage.
- Works effectively in high-pressure, rapidly changing environments.
- Establishes and maintains effective relationships with partners.
- Proven ability to establish and maintain strong working relations with relevant counterparts, international organizations, Government and private sector entities.
- Delivers on set objectives in difficult situations.
- Excellent leadership, coordination, and information management skills.
- Detailed knowledge of the UN System, NGOs and other international organizations/institutions.
- Strong communication, organizational and interpersonal relationship skills.
- Fluency in English and French is required (oral and written).
- Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.
