See your match score & applyUnder the supervision of the Head of Financial Liaison and Compliance Unit and National Financial Compliance Officer, the incumbent supports financial compliance activities for US donor-funded projects including review of financial reports, spot checks on transactions, budget reviews, financial monitoring, and administrative guidance to project staff.
Responsibilities
- Support the periodic review of federal and other financial reports for US donor-funded projects and assist in verifying accuracy prior to certification and submission.
- Guide IOM field missions on preparation of SF-425 federal form financial reports as appropriate.
- Conduct spot checks on financial transactions under high-risk projects to identify noncompliance with donor terms and IOM policies.
- Support formulation of recommendations to reduce risk of donor-disallowed costs.
- Review budgets submitted by global IOM field offices for US donor agencies and provide inputs related to donor and internal compliance requirements.
- Support endorsement process within IOM’s project management system, PRIMA.
- Review funding requirement analyses, financial pipeline reports, and other ad hoc financial reports to support coordination and reporting.
- Monitor financial aspects of globally implemented US-funded projects and coordinate with relevant units and field offices.
- Provide administrative guidance to Project Managers and Resource Management Officers on financial and administrative procedures throughout project cycle.
- Compile analytical financial data including charts, trends, and statistics on US funding for internal and external use.
- Support financial monitoring of US-funded projects and periodic review of budgets to identify adjustments to avoid cost overruns.
- Support close-out process of completed awards and grants related to US-funded projects and maintain organized filing system.
- Provide inputs to development and revision of internal manuals, guidelines, and instructions related to financial management of donor-funded awards and grants.
- Perform other financial, accounting, and administrative duties as assigned.
Requirements
- Bachelor’s degree in Business Administration, Accounting, Finances, or related field from an accredited academic institution with three years of relevant professional experience; or, High School diploma with five years of relevant experience
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
- Experience in Oracle or other ERP systems is a distinct advantage.
- Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook.
- Attention to detail, ability to organize paperwork in a methodical way.
- Discreet, details and clients-oriented, patient and willingness to learn new things.
- Ability to work with national and international institutions.
- Ability to prepare clear and concise reports.
- Demonstrated ability to and exercise sound judgment.
- Sound knowledge IOM's administrative, budgetary, financial, and business rules and practices
- Excellent communication and interpersonal skills.
