The External Evaluator Consultant will lead the final evaluation of the FAIR-VALUE project in BARMM, assessing the impact, effectiveness, and lessons learned to inform future programming. The role involves methodology design, data collection and analysis, report writing, and presentation of findings to key stakeholders.

Responsibilities

  • Lead overall responsibility for the evaluation methodology, data collection and analysis, report writing, and presentation of evaluation findings.
  • Coordinate schedule and modality of interviews and focus group discussions with interviewees.
  • Prepare and submit an Inception Report including detailed evaluation approach, methodology, work plan, evaluation matrix, interview and FGD guides, list of persons to be interviewed, and other data collection instruments.
  • Incorporate feedback from the Evaluation Management Group (EMG) and Evaluation Reference Group (ERG) on the inception report.
  • Prepare and submit the first draft Evaluation Report with annexes including evaluation TOR, evaluation matrix, list of documents reviewed, list of persons interviewed, and data collection instruments.
  • Present initial findings to EMG and ERG and incorporate their comments into the final report.
  • Prepare and submit the Final Evaluation Report for approval by EMG and ERG.
  • Present key findings from the final evaluation report to EMG and ERG.
  • Submit an Evaluation Brief along with the final evaluation report, cleared and accepted by EMG and ERG.
  • Submit a partially filled-out Management Response Matrix to the Evaluation Manager.
  • Ensure timely delivery of all evaluation deliverables.

Requirements

  • Advanced degree in a relevant field such as social sciences or statistics is required.
  • Minimum of five years of experience leading and conducting evaluations is required.
  • Knowledge/experience of UN system is desirable.
  • Understanding of BARMM and BaSulTa context is an advantage.
  • Experience in community stabilization and development projects is preferred.
  • Skills in evaluation design, qualitative and quantitative data collection and analysis, drafting and editing in English, communication, time management, and cultural and conflict sensitivity are required.
  • Fluency in English is required.
  • Basic familiarity with Tagalog and the local language in Basilan, Sulu, and/or Tawi-Tawi is desirable.
  • The evaluator shall hire translation services if the evaluator does not have adequate fluency in the local language in BaSulTa.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
  • Submission of CV (2 pages, limit to relevant experiences).
  • Submission of a cover letter (not more than one page).
  • Submission of a Technical Proposal outlining the proposed evaluation methodology, including data collection plans and analysis techniques, quality control measures, and timeline (maximum 20 pages, excluding Annexes).
  • Submission of Financial Proposal (all-inclusive budget for the evaluation, including expert fees, travel costs, translation services, and all other expenses).
  • Submission of a sample evaluation study relevant to the proposed evaluation.
