The Epidemiologist Consultant will support the Ebola response in the Democratic Republic of the Congo by supervising and implementing epidemiological surveillance activities at points of entry and control points. The role involves coordination with government partners, training, reporting, and technical support to ensure effective epidemic response and preparedness.

Responsibilities

  • Contribute to direct supervision of emergency health interventions, including planning and implementation of project activities and direct supervision of health teams at all supported Points of Entry (PoEs) and Points of Control (PoCs).
  • Supervise and train provincial and local partners to ensure quality control and assurance are integrated into coordination and field implementation of planned activities.
  • Coordinate with other technical experts in the response to ensure integration of specific migrant health interventions in their thematic technical areas.
  • Conduct field assessments and provide technical support for implementation of interventions and propose improvement plans.
  • Ensure all PoEs and PoCs correctly report to the Incident Management System (IMS) and national health information management systems (EWARS and DHIS 2), and develop and analyze regular epidemiological reports in collaboration with the National Migration Health Officer.
  • Propose and collaborate on the development of emergency preparedness training programs at PoEs.
  • Collaborate in preparing communications, technical reports, bulletins, situation reports, and other information products specific to the 17th Ebola Virus Disease response.
  • Represent IOM at local IMS pillar/coordination meetings for the 17th Ebola Virus Disease response.
  • Identify opportunities for sharing epidemic preparedness experiences for PoEs in DRC and neighboring countries.
  • Conduct field assessments and implement preparedness interventions in provinces according to IMS plans.
  • Perform any other tasks assigned by the supervisor as needed.

Requirements

  • A university degree in Epidemiology, Public Health, or Health Sciences is required.
  • A Master's degree in Public Health or Epidemiology is highly desirable.
  • At least 5 years of professional experience in epidemiological surveillance with a focus on epidemic response is required.
  • Proven experience in epidemic responses, preferably in Ebola Virus Disease (EVD) outbreaks.
  • Knowledge of public health, specifically epidemiological surveillance.
  • Ability to work in a multicultural, multilingual, and multidisciplinary environment.
  • Proficiency in French and English is required, with language skills to be evaluated during the selection process.
  • Consultants are covered against occupational accidents and illnesses under the Compensation Plan (CP) for the duration of the consultancy.
  • Consultants must provide proof of medical insurance for non-occupational accidents or illnesses before commencing work.
  • Appointment subject to medical fitness certification, accreditation, residency or visa requirements, and security clearances.
