The Emergency Coordinator is responsible for coordinating IOM's operations in response to humanitarian challenges in the Central African Republic. This role involves managing emergency-related projects, ensuring coherence with recovery activities, and liaising with various stakeholders to support stabilization and community resilience.

Responsibilities

  • Coordinate and monitor the implementation of all operational and administrative aspects of emergency-related projects, ensuring effectiveness, coherence, integrity and the application of the organization’s policies and procedures.
  • Work in close collaboration with the Chief of Mission to ensure coherent and mutually supportive emergency response and recovery activities.
  • Ensure adequate IOM’s Response Preparedness by improving coordination, verifying alignment with inter-sector frameworks, and coordinating preparedness efforts.
  • Keep abreast of humanitarian policies, international standards and best practices; recommend incorporation of cross-cutting issues such as gender, age, education, disability, environment and protection.
  • Ensure timely preparation and submission of all emergency project reports and relevant materials.
  • Guide and supervise staff responsible for emergency projects and coordinate training on emergency response.
  • Identify new opportunities for emergency response and participate in project proposal development.
  • Provide timely, accurate information to stakeholders regarding movements, displacements, and conditions in return/relocation areas.
  • Liaise with donor representatives and periodically brief them on programs to mobilize financial support.
  • Participate actively in inter-agency coordination groups and meetings with authorities, NGOs, donors and other stakeholders.
  • Undertake duty travel for assessments, monitoring, liaison, problem solving, and project development.
  • Perform other duties as assigned.

Requirements

  • Master’s degree in International Relations, Political Science, Business or Public Administration or a related field from an accredited academic institution with five years of relevant professional experience; or University degree in the above fields with seven years of relevant professional experience.
  • Experience in fields related to IOM emergency programming, including emergency coordination, NFI/shelter, CCCM, DTM, protection, transition & recovery, or preparedness and response.
  • Practical experience in project management, including administrative and financial management, procurement and HR procedures, and internal control procedures.
  • Experience working in an emergency context and ability to liaise with government officials, donors, UN personnel, NGOs, and other stakeholders.
  • Sound judgment, ability to extract, interpret, analyse and format data and make decisions rapidly to resolve operational problems.
  • Ability to work with minimum supervision.
  • Capacity to work effectively in high-pressure, rapidly changing environments.
  • Solid computer skills, including proficiency in the MS Office package (Excel, PowerPoint, Outlook).
  • Fluency in English and French is required (oral and written).
  • Working knowledge of another official UN languages (Arabic, Chinese, Russian, and Spanish) is an advantage.
