This consultancy supports humanitarian assistance and protection case management for populations affected by the August 10 earthquake in Colombia. The role involves coordinating protection responses, conducting individual protection needs assessments, managing cases, and liaising with institutions and humanitarian actors to ensure timely and dignified assistance.

Responsibilities

  • Support territorial coordination of protection response with public institutions, local authorities, civil society organizations and other relevant actors, promoting activation and use of existing pathways and services.
  • Identify persons with specific protection needs in affected communities, temporary shelters, community spaces and other prioritized locations.
  • Conduct individual assessments of protection needs and risks, focusing on children, women at risk or survivors of violence, elderly, persons with disabilities, victims or persons at risk of trafficking, exploitation, abuse or other violence, and other vulnerable groups.
  • Manage assigned cases comprehensively including initial assessment, needs identification, action planning, referral, follow-up and closure according to IOM procedures and tools.
  • Develop and implement individual care and follow-up plans prioritizing identified needs and promoting adequate and sustainable solutions in coordination with available institutional offers.
  • Manage safe, confidential and timely referrals to specialized services and follow up to verify effective access and evolution of protection needs.
  • Provide information and guidance to assisted persons about their rights, available services, institutional pathways and protection mechanisms in the territory.
  • Manage and deliver complementary protection assistance when authorized under the project according to eligibility criteria, procedures and guidelines established by IOM.
  • Support search, location, contact restoration and family reunification processes in coordination with authorities and competent actors according to applicable procedures.
  • Ensure application of protection principles throughout case management stages including do no harm, protection centrality, informed consent, confidentiality, non-discrimination, best interest of the child and personal data protection.
  • Register and maintain updated case information in IOM defined tools and systems applying institutional guidelines ensuring quality, integrity, confidentiality and timeliness of information.
  • Identify and report trends, risks, access barriers and protection gaps observed during case management contributing to IOM protection monitoring and analysis.
  • Maintain updated mapping of protection services and pathways in the territory identifying changes in institutional offers, capacities, access barriers and relevant actors for case attention and referral.
  • Participate in technical meetings and territorial coordination spaces when required providing information on identified protection needs, gaps and trends while safeguarding case confidentiality.
  • Prepare periodic reports on activities including persons identified and assisted, cases managed, referrals made, assistance delivered, results achieved, main gaps and challenges identified in the territory.

Requirements

  • Professional degree in Social Work, Psychology, Law, Social Sciences or related fields.
  • Knowledge in protection case management, child protection, gender-based violence, humanitarian principles and protection approach, informed consent, confidentiality and data protection.
  • Minimum 1 to 2 years of professional experience in protection programs.
  • Experience in case management with vulnerable populations.
  • Experience in identifying protection risks and referrals to specialized services.
  • Experience working with public institutions, social organizations and humanitarian actors.
  • Desirable: Experience in emergency or disaster response.
  • Desirable: Experience with displaced, migrant, refugee or conflict and disaster-affected populations.
  • Desirable: Knowledge of Colombian protection pathways (ICBF, Family Commissaries, Health, Prosecutor's Office, Ombudsman, among others).
  • Desirable: Experience in Psychological First Aid (PFA).
  • Fluent Spanish language.
  • Availability to travel.
