See your match score & applyThe consultant will independently assess the performance of the project “Enhancing Border Management Capacity” implemented in Pakistan to support organizational learning and future programme development. The evaluation will cover project implementation from April 2022 to March 2026, examining relevance, effectiveness, efficiency, impact, and sustainability of the project interventions across multiple provinces and institutions.
Responsibilities
- Develop and submit an inception report including evaluation methodology, evaluation matrix, sampling strategy, stakeholder mapping, data collection tools, ethical arrangements, and workplan.
- Conduct desk review of project documents, monitoring data, and relevant literature.
- Implement data collection activities including interviews, focus groups, field observations, and case studies across project locations.
- Analyze quantitative and qualitative data and triangulate findings.
- Prepare and present preliminary findings to IOM Pakistan.
- Draft and submit a comprehensive evaluation report with findings, conclusions, lessons learned, and actionable recommendations.
- Ensure compliance with ethical guidelines, data protection, and safeguarding policies throughout the evaluation process.
- Engage with relevant stakeholders including government agencies, IOM staff, and civil society organizations.
- Manage evaluation data securely and maintain confidentiality of respondents.
- Incorporate feedback from IOM and other stakeholders into final deliverables.
Requirements
- Master's degree in social sciences, international development, migration studies, public policy, or related field.
- At least 7 years of professional experience in monitoring and evaluation, project management, or related fields, preferably in migration, border management, or international development.
- Proven experience in conducting evaluations using mixed-methods approaches including desk reviews, quantitative and qualitative data collection and analysis.
- Strong knowledge of migration governance, border management, and related policy frameworks.
- Experience working with government institutions, international organizations, and civil society in Pakistan or similar contexts.
- Ability to design evaluation methodologies, develop evaluation matrices, and prepare detailed reports.
- Familiarity with OECD-DAC evaluation criteria and UNEG ethical guidelines.
- Excellent communication and stakeholder engagement skills.
- Ability to work independently and manage complex assignments under tight deadlines.
- Proficiency in English; knowledge of local languages is an asset.
- Commitment to ethical standards including confidentiality, data protection, and safeguarding principles.
