This consultancy involves developing a Learning Note on Community-Based Protection (CBP) for IOM, focusing on documenting best practices, lessons learned, and operational challenges in CBP programming across multiple countries, particularly in North Africa and regions covered by COMPASS. The consultant will conduct desk reviews, interviews, and field visits to produce a comprehensive resource to support IOM staff and partners.

Responsibilities

  • Conduct desk review of existing IOM documentation and programme outputs related to Community-Based Protection
  • Conduct key informant interviews with IOM staff, communities and partners involved in CBP implementation
  • Develop an inception document outlining methodology, scope, workplan, and stakeholder mapping for the CBP Learning Note
  • Prepare the first full draft of the CBP Learning Note capturing lessons learned, best practices, operational challenges and recommendations
  • Submit the finalized CBP Learning Note approved by IOM for publication
  • Coordinate consultations with IOM staff and partners throughout the consultancy
  • Undertake field visits to selected countries as part of the consultancy
  • Support knowledge transfer and dissemination of the CBP Learning Note through webinars and the migrant protection platform

Requirements

  • University Degree in International Relations, Social Sciences, Information Management or a related field from an accredited academic institution with at least 10 years of relevant professional experience working on migration and human rights
  • Experience in protection programming in North Africa, especially in the field of migration, including expertise in general protection, GBV, Child Protection, Community-Based Protection, MHPSS
  • Demonstrated experience in learning-oriented assignments, including the documentation, analysis and systematization of lessons learned and practices
  • Previous experience in developing manual, guidance and training material
  • Capacity to conduct consultations and interviews with relevant stakeholders
  • Experience providing result-oriented conclusions and recommendations to national and international stakeholders
  • Experience conducting similar consultancies for the International Organization for Migration or other UN agencies (desirable)
  • Fluency in English and French; capacity to draft and interact in Arabic is an advantage
  • Willingness and ability to undertake field visits within the duration of the consultancy
  • Consultants must provide written proof of medical insurance for non-occupational accident or illness before commencing work
  • Appointment subject to medical fitness, accreditation, residency or visa requirements, and security clearances
  • Adherence to IOM values and zero-tolerance policy on misconduct
