Comprehensive Mapping & Private Sector Analysis (CM&PSA) Consultant

The consultant will develop a comprehensive private sector mapping and analysis for Qatar to support IOM's engagement and partnership development. The role involves data collection, analysis, stakeholder consultation, and producing strategic reports to inform sustainable development and responsible business conduct.

Responsibilities

• Identify and profile major sector companies including large firms, SMEs, multinationals, family businesses, free zone entities, and social enterprises
• Analyze sectoral distribution and typologies across key industries
• Map chambers, councils, networks, and representative bodies and assess their mandates, membership, and influence
• Document CSR, ESG, and sustainability practices and assess internal policies related to governance and social responsibility
• Analyze laws and policies governing private sector operations including company registration, licensing, investment, labour, governance regulations, and ESG/CSR frameworks
• Identify key engagement platforms, events, and communication channels
• Map companies, business associations, and networks according to IOM engagement pillars (Impact, Income, Innovation)
• Assess organizational interests, capacities, influence, and alignment with IOM priorities
• Identify and prioritize high-potential partners for strategic engagement, collaboration, sponsorship, technical cooperation, and resource mobilization
• Develop practical engagement pathways and recommendations for outreach to priority stakeholders
• Apply a mixed-method, multi-phase approach including desk review, quantitative data collection, qualitative analysis, data triangulation, and stakeholder validation
• Produce deliverables including a comprehensive private sector mapping report, consolidated database, business associations and regulatory framework annex, internal engagement and strategy annex, and executive summary
• Report directly to the designated IOM project manager and provide regular progress updates
• Coordinate with IOM, government stakeholders, business associations, and private sector actors

Requirements

• Advanced Masters University degree in a related field
• Minimum 7 years of relevant experience
• Proven experience in private sector analysis, market research, or economic mapping
• Experience in Qatar or the GCC region strongly preferred
• Familiarity with CSR, ESG, and sustainable business practices
• Experience working with international organizations is an asset
• Strong analytical and research skills
• Experience in database development and data management
• Excellent report writing and communication skills
• Fluency in English (both oral and written) is required
• Fluency in Arabic will be considered an asset
