The role includes supervising budgetary and administrative functions of the Nouadhibou sub-office, coordinating emergency response, and supporting protection activities under the supervision of the Protection Officer.
Responsibilities
- Coordinate activities related to assistance at disembarkation to identify vulnerabilities and manage cases of migrants in vulnerable situations.
- Supervise budgetary and administrative functions of the Nouadhibou sub-office according to organizational regulations and procedures.
- Ensure coherence and quality of IOM response and programming in supervised sites (Nouadhibou and Chami) in close coordination with relevant thematic staff and Chief of Mission.
- Identify and analyze operational gaps, challenges, and constraints and recommend measures to address them in consultation with management and relevant staff to streamline programmatic and administrative processes.
- Coordinate, supervise, and implement project activities related to assistance to migrants rescued at sea during disembarkations and in the center, ensuring compliance with SOPs and international standards.
- Coordinate operational emergency responses during disembarkations and conduct vulnerability screening according to established protocols, ensuring quality and coherence with other protection actors.
- Supervise and coordinate work plans and all aspects of project implementation and project team to ensure optimal resource allocation and management for the Nouadhibou sub-office.
- Identify assistance and protection options, ensure referral to appropriate services, and escalate complex cases to the national Protection/AVRR project officer in Nouakchott and/or Protection Officer.
- Supervise project team, provide methodological guidance and technical support under the supervision of the Protection Officer and to protection actors involved in assistance operations as needed.
- Ensure collection, recording, and analysis of data related to disembarkation activities, ensuring quality, confidentiality, and compliance with internal procedures.
- Develop, maintain, and strengthen working relationships with regional and local government authorities, international and local organizations, and other stakeholders; represent IOM in UN coordination platforms in Nouadhibou.
- Facilitate information exchange among partners, participate in sectoral or intersectoral coordination meetings, and represent the project in technical and strategic bodies.
- Support the Protection Officer in capacity building activities for government and non-government actors on key protection themes and related issues.
- Take necessary measures in coordination with project management and thematic staff, especially protection unit and PSEA focal points, to ensure compliance with IOM policies and procedures including internal controls to prevent fraud, mismanagement, exploitation, and abuse.
- Liaise with security actors, particularly the UN Department of Safety and Security (UNDSS), to ensure staff security.
- Perform other tasks as assigned by the supervisor.
Requirements
- Master's degree in project management, international law, international relations, law, international affairs from an accredited academic institution with two years of relevant professional experience; or a university degree in the above fields with four years of relevant professional experience.
- Experience working on similar projects in protection and direct assistance to migrants is necessary.
- Experience in coordinating emergency responses and assisting migrants rescued at sea is an asset.
- Proven experience in protection case management.
- Experience working in Mauritania or developing countries preferably in the Sahel or Maghreb regions.
- Demonstrated ability to work with government partners and international organizations, ability to liaise with authorities.
- Good knowledge of the migration context in Mauritania.
- Experience in project management with international organizations and/or Mauritanian associative environment.
- Experience in report writing and other knowledge products.
- Strong organizational and time management skills.
- Ability to work harmoniously with colleagues from diverse cultures and professional backgrounds.

- Experience in an international agency or United Nations is an advantage.

- Fluency in French and English (oral and written) is required.
