The CBI Voucher Start-up Officer will support the implementation of IOM’s voucher interventions under the Typhoon Sinlaku reconstruction programme in Chuuk State. The role involves technical support to field staff, market assessments, vendor management, beneficiary registration, and coordination with various teams to ensure effective voucher-based shelter reconstruction assistance.

Responsibilities

  • Support the implementation of vouchers interventions and start-up support activities as part of IOM’s Sinlaku reconstruction operations in Chuuk.
  • Conduct market assessments and analyses to inform programme implementation, identify supply chain constraints, assess vendor capacity, and contribute to the development of a market-informed voucher catalogue.
  • Contribute to the development and periodic revision of voucher catalogues, ensuring items are technically appropriate, cost-effective, and aligned with approved shelter reconstruction standards and beneficiary needs.
  • Support the identification, vetting, selection and management of local and regional vendors, ensuring compliance with procurement standards, quality requirements and program objectives.
  • Support beneficiary registration and verification, ensuring transparent targeting, accurate beneficiary records, and compliance with data protection and accountability standards.
  • Liaise with Logistics, Procurement, Shelter and Programme teams to facilitate the timely procurement, transportation, warehousing and distribution of voucher-supported construction materials.
  • Conduct community engagement and beneficiary sensitization activities, including workshops and information sessions explaining programme objectives, beneficiary selection criteria, voucher procedures, complaint and feedback mechanisms, and resilient shelter reconstruction practices.
  • Contribute to the integration of Accountability to Affected Populations (AAP), Protection, Gender and Inclusion considerations throughout programme implementation.
  • Provide technical support and guidance to field staff involved in voucher activities, ensuring the effective implementation, monitoring and reporting of activities.
  • Liaise with government counterparts, community leaders, vendors, implementing partners, donors and other relevant stakeholders to facilitate programme implementation and promote transparency.
  • Monitor voucher redemption, vendor performance, material delivery, beneficiary utilization and overall programme performance, identifying implementation challenges and bringing issues to the attention of the supervisor while proposing corrective actions, as appropriate.
  • Support the implementation of Post-Distribution Monitoring (PDM) activities, including beneficiary satisfaction surveys, outcome monitoring and lessons learned exercises to assess program effectiveness and inform future cash-based interventions.
  • Prepare donor reports, program updates, briefing notes, presentations, statistical analyses and other documentation related to voucher program implementation and results.
  • Perform such other duties as may be assigned.

Requirements

  • Master’s degree in relevant fields with two years of relevant experience; or University degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields with four years of relevant professional experience.
  • Experience supporting the implementation of cash-based interventions, voucher assistance programmes, cash-for-work activities, or market-based programming in humanitarian or development contexts.
  • Experience conducting market assessments, vendor assessments, supply chain analyses, and feasibility studies to inform programme implementation.
  • Experience supporting voucher distribution systems, beneficiary registration processes, voucher reconciliation, expenditure tracking, and financial control mechanisms.
  • Experience working in disaster response, recovery, reconstruction, climate adaptation, resilience-building, or emergency shelter programs is highly desirable.
  • Knowledge of Cash-Based Interventions (CBI), voucher assistance modalities, and market-based programming.
  • Knowledge of market assessment and analysis methodologies.
  • Knowledge of monitoring and evaluation, including Post-Distribution Monitoring (PDM).
  • Fluency in English (oral and written) is required.
  • Working knowledge of another official UN language (Arabic, Chinese, French, Russian, Spanish) is an advantage.
