The HR Specialist - Payroll and Benefits is responsible for managing monthly payroll elements, time management, and social security coverage for staff within their assigned portfolio. The role involves providing HR advice and information related to payroll, benefits, and time management, ensuring compliance with established rules, and supporting HR projects.

Responsibilities

  • Be the first point of contact for Officials in the assigned portfolio and address all their questions related to payroll, benefits, and time management.
  • Manage the monthly payroll elements including monitoring payroll, checking pay slips, monitoring personal data, salary advance requests, loan requests and reimbursements, final payment elements, salary calculations, and income tax.
  • Monitor time management including clock in/out, absences, presences, entitlements, and delegation into the tool.
  • Manage social security coverage including registering new joiners and beneficiaries, addressing requests from external providers, preparing documents for long-term absences and death benefits, and processing termination registrations.
  • Provide HR advice and information related to payroll, benefits, and time management within the assigned portfolio.
  • Ensure induction of new staff related to Payroll Benefits and time management.
  • Alert supervisor regarding files not in compliance with established rules.
  • Design and initiate improvement proposals regarding HR processes and procedures.
  • Provide assistance to the Human Resources Management Directorate in HR projects.
  • Perform any other duties as required by the hierarchy.

Requirements

  • At least a two years’ University diploma in payroll or HR administration.
  • At least 3 years’ experience in payroll or HR administration.
  • Experience of the French payroll management and system with good knowledge of French social security law and the functioning of French social institutions and bodies will be considered a strong asset.
  • Experience in an international or multicultural environment is a strong asset.
  • Fluency in both English and French is required.
  • Knowledge of any other of the Organization’s official languages (Spanish or Arabic) will be considered an additional asset.
  • Proficiency with the MS Office (or similar) suite.
  • Knowledge and experience of an ERP system (preferably SAP HCM).
  • Be conscientious and efficient in meeting commitments, observing deadlines and achieving results.
  • Very good communication skills, including the ability to explain complex issues to persons of different backgrounds, cultures and perspectives.
  • Excellent interpersonal skills, demonstrated ability to work in a multicultural environment.
