See your match score & applyThe Monetary and Capital Markets Department of the IMF is recruiting a resident advisor to provide technical assistance and training to member countries in monetary and foreign exchange market operations. The advisor will assist in modernizing monetary policy frameworks and central bank operations at the CCAMTAC center in Almaty, Kazakhstan.
Responsibilities
- Respond to CCAMTAC member countries’ capacity development and cooperation requests, providing travel or remote assistance as needed.
- Lead and organize selected training for member countries in Almaty or other locations.
- Deliver technical assistance on governance, accounting, central bank financial reporting, communication and transparency, monetary policy implementation, domestic market operations, foreign exchange policy implementation, reserve management, market development, and liquidity backstops for financial stability.
- Assess monetary policy frameworks and advise on central bank operations aligned with monetary policy regimes and mandates.
- Develop recommendations on legislative, regulatory, and operational improvements for monetary and foreign exchange market operations.
- Prepare required documents for IMF internal review and ensure transmission to relevant country authorities.
- Coordinate with MCM on member countries’ central bank operations technical assistance requests.
- Conduct or participate in country or regional workshops, seminars, and webinars on monetary and foreign exchange market operations, collaborating with other resident advisors.
- Coordinate with MCM backstoppers on policy areas and keep them updated on major developments to ensure advice consistency with IMF policies.
- Observe IMF policies and procedures and apply the results-based management strategic framework in guiding capacity development activities.
- Lead annual work planning and budgeting for the capacity development program in CCAMTAC on monetary and foreign exchange market operations and contribute to reporting and outreach activities.
Requirements
- At least five years of experience working in a central bank, with in-depth understanding of international standards and good practices for monetary and foreign exchange market operations and experience of their implementation at national and/or international level.
- Expertise in technical assistance delivery in central bank operations is an advantage.
- A graduate degree in economics, finance, accounting, or a related area.
- Excellent interpersonal skills, including the ability to work effectively with senior policymakers in the region and the donor community, to lead teams of senior experts, to work as part of a team including IMF headquarters and CCAMTAC staff, and to handle sensitive and confidential issues with discretion in a multicultural environment.
- Strong verbal and written communication skills in English, including presentational skills in support of training-related activities.
- Good organizational and time management skills in balancing demands from member countries with duties and responsibilities from MCM and CCAMTAC.
- Proficiency in modern computer systems and applications, including AI.
