The Human Resources Analyst will provide operational and administrative support across a broad range of human resources operations functions within the HR Operations Division. Responsibilities include administering HR policies and programs, delivering HR services, conducting audits, coordinating recruitment activities, and supporting knowledge transfer.

Responsibilities

  • Process selected HR transactions accurately and within established service standards and timelines.
  • Provide responsive, empathetic, and high-quality customer support to employees, registered dependents, retirees, and other stakeholders.
  • Review, triage, and resolve HR inquiries and transactions received through the HR self-service portal, email, phone, chat, or in-person channels.
  • Maintain customer satisfaction and service delivery performance targets.
  • Interpret and apply relevant HR policies, General Administrative Orders (GAOs), Staff Handbook provisions, and operational procedures.
  • Safeguard and maintain the integrity and accuracy of employee records and data to support reliable benefits administration and transaction processing.
  • Perform financial transactions and coordinate recurring allowances and one-time payments in collaboration with payroll.
  • Perform audits, reconciliations, and quality control reviews of benefits, allowances, and HR transactions.
  • Observe policy and process controls to support accurate administration and disbursement of allowances and to mitigate operational, financial, and reputational risks.
  • Maintain and update procedures, self-help guides, knowledge articles, and other HR service content made available to employees.
  • Identify documentation gaps and contribute to the development and maintenance of standard operating procedures.
  • Use HR systems and AI-enabled productivity tools, where appropriate and responsibly, to streamline intake, organize information, draft routine materials, support quality checks, and improve consistency in service delivery, subject to applicable confidentiality, data protection, and review requirements.
  • Recommend practical improvements to HR policies, work practices, procedures, and systems when justified by service delivery needs or operational risk.
  • Support HR service presentations, training, and knowledge transfer activities for colleagues, back-ups, and temporary replacement assistants.
  • Perform other duties as assigned.
  • Administer operational processes across the recruitment lifecycle and support recruitment services provided to client departments, internal candidates, and external applicants.
  • Conduct recruitment-related eligibility reviews and support recruitment officers in assessing candidate eligibility, appointment requirements, and recruitment policy compliance.
  • Provide guidance and assistance to recruitment officers on salary determinations, including the application of relevant compensation policies, practices, and procedures.
  • Prepare, draft, and coordinate offer letters and other recruitment-related documentation, ensuring accuracy, consistency, and compliance with IMF standards.
  • Respond to standard policy and procedure inquiries from client departments and candidates, including inquiries related to terms of appointment, benefits, and recruitment processes.
  • Liaise with the Talent/other COEs and other relevant stakeholders, facilitate knowledge transfer within HR Operations, and provide guidance to departmental HR teams on inquiries. Escalate issues as needed.
  • Coordinate and prepare necessary information for recruitment processes. Draft relevant communications in accordance with IMF standards. Monitor the workflow of document submissions, maintain all relevant records, and ensure that decisions are communicated to stakeholders in a timely manner.
  • Identify process improvements, provide recommendations, and draft revisions to procedures and guidelines related to assigned programs. Perform quality control reviews to ensure efficient and effective operations.
  • Maintain and update data related to recruitment activities and programs. Support the COE with reporting, analysis, and other analytical work as required.
  • Ensure that recruitment-related information on HRD's website is regularly reviewed and updated.
  • Contribute to projects, initiatives, and continuous improvement efforts as needed.

Requirements

  • A combination of training and experience equivalent to completion of secondary education, supplemented by a minimum of four years of relevant experience, is required.
  • Two years of experience in human resources is highly desirable.
  • A bachelor’s degree in human resources, business administration, accounting or a related field is preferred.
  • Experience in customer service, HR benefits administration, recruitment operations, talent acquisition support, accounting, payroll is highly desirable.
  • Experience coordinating recruitment activities, candidate communications, interview scheduling is highly desirable.
  • Experience using HR systems, case management tools, collaboration platforms, Microsoft Office applications, and/or AI-enabled productivity tools is desirable.
  • Strong service orientation, with demonstrated initiative, tact, and professionalism in working with employees, candidates, managers, retirees, and other stakeholders at all levels.
  • Exceptional customer service and empathetic listening skills.
  • Excellent oral and written communication skills, including the ability to draft clear, accurate, and audience-appropriate communications.
  • Strong organizational skills, with the ability to respond quickly to varied and competing priorities and adapt to changing client needs or deadlines.
  • High attention to detail and awareness of fiduciary responsibilities and operational risks associated with high-value benefits, payments, confidential data, and recruitment decisions.
  • Sound judgment, discretion, and integrity in handling sensitive and confidential information.
  • Strong problem-solving skills, with the ability to identify issues, propose practical solutions, and escalate complex matters appropriately.
  • Ability to work efficiently under pressure with minimum supervision, both independently and as part of a team.
  • Collaborative work style and willingness to support knowledge transfer, cross-training, and team continuity.
  • Curiosity and adaptability in learning new tools, processes, and ways of working.
  • Demonstrated interest in using technology and AI-enabled tools to improve efficiency, quality, and consistency in HR operations.
  • Ability to identify routine, repetitive, or documentation-heavy processes that may benefit from streamlining, automation, templates, knowledge articles, or improved workflows.
