See your match score & applyThe Fiscal Affairs Department of the IMF seeks Economist/Senior Economist candidates for its Revenue Administration Division 1. The role involves leading capacity development projects across multiple regions, advising on tax policy and administrative reforms, and contributing to research and Fund missions.
Responsibilities
- Lead capacity development projects across countries in Asia Pacific, Europe, the Middle East, Central Asia, and North Africa.
- Develop strategies to implement major tax policy and administrative reforms.
- Advise on improvements to the organization, management, and governance of tax and/or customs administrations.
- Advise on modernizing procedures for the assessment and collection of taxes, customs duties, and social security contributions, including relevant support functions.
- Conduct data analytics, including tax revenue performance analysis with emphasis on tax gap measurement and tax yield estimation.
- Develop balanced service and enforcement compliance programs.
- Lead digital transformation of revenue administration.
- Develop and manage medium-term capacity development projects to support design and implementation of revenue reforms.
- Manage capacity development projects and backstop revenue administration experts working in member countries or regional CD centers.
- Contribute to the division’s research and analytical work.
- Participate in Fund program and surveillance missions focused on revenue administration issues.
Requirements
- An advanced university degree or equivalent qualification relevant to professional work and four years of professional experience.
- Preference will be given to candidates with 10 years’ experience with a tax/customs administration or an international organization providing CD on revenue policy and administrative matters.
- Strong oral and written communication skills in English.
- Excellent interpersonal skills, and ability to work as part of a team, to maintain effective and cooperative relations with national authorities, as well as donors, and to handle sensitive issues with discretion in a multicultural environment.
- Direct experience in a revenue administration at a senior management level is highly desirable.
- Leadership or participation in the implementation and governance of major tax policy and administration reforms in developed and/or developing countries is highly desirable.
- Sound understanding of effective tax policies and administrative approaches for developing countries, based on a combination of theoretical and practical experience is highly desirable.
