National Project Officer - Skills Development

The National Project Officer - Skills Development will support the PROSPECTS Chief Technical Advisor for Ethiopia and Sudan in implementing skills development interventions within the PROSPECTS Partnership Programme. The role involves ensuring project objectives are met on time and within budget, supporting capacity building, coordinating project activities, and promoting inclusive socio-economic development through labour-based water infrastructure rehabilitation in Khartoum.

Responsibilities

• Analyse economic and labour market trends and employment priorities in host communities and refugees’ settlements to align skills development interventions with broader policy frameworks and employment creation potentials.
• Support effective implementation of the programme through inputs, delivery of outputs, and planning, monitoring and evaluation of activities in conformity with ILO policies and procedures.
• Support effective management of funds/budgets allocated to the programme in accordance with ILO rules and regulations.
• Provide support to technical staff from government agencies, ILO social partners and other partners in collaboration with CTA and other units.
• Strengthen relationships and coordinate with government agencies, employers' and workers' organizations, NGOs, development organizations, target groups and donors.
• Provide inputs in design and support capacity building of project partners to facilitate knowledge and smoother implementation of skills development programmes in the water sectors.
• Initiate and maintain partnerships with organisations working on education and training and build synergies with other skills initiatives in Sudan focusing on host communities and refugees.
• Support coordination of project implementation including discussions with partners, field visits, progress reports, and participation in reviews and evaluations.
• Support design and implementation of project skills development interventions and workforce development strategies for the water sector aligned with ILO standards and Sudan's TVET frameworks.
• Design, coordinate and monitor apprenticeship, work-based learning and skills development programmes including development of training plans, curricula, tools, manuals, assessment and certification systems.
• Support integration of skills development into labour-based water infrastructure rehabilitation works by working with contractors, engineers and partners to embed training and mentoring.
• Support ILO engagement in UN Sudan Interim Cooperation Framework and strengthen relationships with Commission of Refugees and Khartoum Water Cooperation.
• Develop information databases covering programme activities; prepare periodic and ad hoc reports; coordinate with concerned ILO departments and programmes.
• Identify training needs of partners and organize and deliver training workshops for tripartite partners, UN agencies and target groups.
• Participate in meetings related to the project and with other UN agencies, donors, and sector meetings.
• Perform any other duties as assigned by the Country Officer Director or Chief Technical Adviser.

Requirements

• First-level University degree (BA or equivalent) in development, social science, economics, labour, technical and vocational education, Water Engineering, Civil Engineering or a related discipline/field.
• At least two years’ experience in the area of skills development, project design, management and implementation.
• Experience working with the United Nations, relevant sector ministries- labour, TVET or other government ministries, departments and agencies, would be an added advantage.
• Experience of working in crisis and refugee settings of Sudan is an advantage.
• Good knowledge of Skills development, TVET expertise, labour market, enterprise and employment promotion, as well as economic developments, poverty reduction, and social policies.
• Knowledge of the policy making process.
• Excellent command of English.
• Working knowledge of Arabic is an asset.
• Proven ability to take ownership of all responsibilities, to act with integrity and transparency by maintaining social, ethical and organisational norms, and to meet all commitments within the prescribed time, cost and quality standards.
• Good knowledge of the market systems approach and entrepreneurship promotion tools.
• Ability to develop clear strategic goals consistent with the programme’s objectives, and to design and synthesise strategies for programme development.
• Ability to advocate and provide policy advice.
• Ability to work effectively in a team and excellent interpersonal skills.
• Ability to synthesise research and reach empirically based conclusions on related subjects by understanding both the qualitative and quantitative approaches in social science research.
• Ability to promote a knowledge-sharing and learning culture in the office.
• Strong written and verbal communication skills, including the ability to write accurate reports and to build networks to obtain cooperation with partners.
• Excellent computer/information application skills, including word processing, excel, power point etc.
• Ability to maintain effectiveness when experiencing major changes in work tasks or environment, and to adjust effectively to work within new work structures, processes, requirements or cultures.
• Drive to seek or encourage others to seek opportunities for different and innovative approaches to organisation challenges and opportunities for improvement.
• Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
• Good knowledge of ILO programme and budget, project formulation and evaluation techniques and practices as well as knowledge of ILO social partners is essential.
