The Monitoring and Evaluation Officer will be responsible for developing and implementing the M&E plan for the TRIANGLE Partnerships programme, contributing to knowledge management, supporting evaluations, and conducting research studies. The role involves managing M&E databases, analyzing data, training partners, and producing analytical reports to improve programme performance.

Responsibilities

  • Provide technical input into the implementation of the M&E plan and the programme theory of change, particularly in the areas of performance indicators, risk and their measurement and management.
  • Manage and update the M&E database, including monitoring progress toward targets and indicators as well as the management of the programme risk matrix and risk management strategy, and suggest corrective and/or remedial action.
  • Review and analyse data provided by programme partners including that generated from technical progress reports, in particular those implementing Migrant Worker Resource Centres (MRCs).
  • Develop and implement a knowledge management strategy linked with the M&E plan that includes evidence-based lessons learned, good practices and case studies to capture qualitative outputs of the programme.
  • Provide advice on improving programme performance using M&E findings.
  • Train the programme team and partners on M&E frameworks developed by the programme, and broader theory of change approaches and methodologies as part of building and strengthening local M&E systems and capacities.
  • Collate data to measure achievement against the performance indicators and review data quality with programme staff and partners, and produce communications materials to deliver these results (reports, briefing notes and similar).
  • Produce analytical reports with findings, recommendations and lessons learnt covering the scope of the M&E plan.
  • Support programme progress reporting, programme mid-term review and final evaluation.
  • Provide technical support to the design of programme mid- and end-lines and other data collection activities.
  • Liaise with technical experts in ILO and provide support on reporting against Decent Work Country Programme Targets, SDGs and other results-based management frameworks where relevant.
  • Carry out other duties for satisfactory progress and delivery of TRIANGLE Partnerships in discussion with line management.

Requirements

  • University degree in economics, statistics, management, social science or a related field.
  • Specialization or formal training in planning, design, data collection, monitoring and evaluation methodologies and programme cycle management would be an advantage.
  • Minimum of three years professional experience in a senior M&E position responsible for implementing M&E activities of international development projects.
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience developing reporting tools, including in Microsoft Excel.
  • Experience with data quality assessments and oversight.
  • Experience managing and providing ongoing training to M&E field officers.
  • Ability to facilitate and serve as a project liaison for externally-managed evaluations.
  • Excellent written and spoken command of English.
  • Good knowledge of programme implementation, monitoring and evaluation techniques and practices.
  • Familiarity with impact assessment an advantage.
  • Good knowledge and experience regarding gender mainstreaming.
  • Good moderation, facilitation and training skills.
  • Demonstrated ability to liaise with government and social partners.
  • Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects.
