See your match score & applyThe Senior Investment Officer provides technical expertise and strategic guidance for IFAD's private sector investments, focusing on the Agri-Business Capital Fund (ABC Fund) and related activities. The role involves origination, structuring, delivery, and portfolio management of private sector investments, as well as partnership building, knowledge management, and monitoring and evaluation.
Responsibilities
- Work with Country Directors and regional staff to develop a pipeline of potential Non-Sovereign Operations (NSO) investments, including blended finance operations.
- Screen potential NSOs for development impact and financial soundness, structure and lead drafting of investment proposals, and support internal review processes for Board approval.
- Engage with IFAD divisions to ensure efficient review, development and implementation of NSOs.
- Provide senior level support to build operational relationships with private sector partners and integrate NSOs within IFAD country programmes.
- Support identification and mapping of private sector landscape and market context within prioritized value chains.
- Lead field and due diligence missions at all stages of project cycle including design, implementation, monitoring and supervision of NSOs.
- Assist in delivery of PSD work plan and respond adaptively to evolving priorities and partnerships.
- Support knowledge management by providing access to latest knowledge and innovation on private sector investments and development.
- Draft and review policies, procedures, guidelines, monitoring tools, and manuals related to private sector operations.
- Develop and deliver training modules focused on high-impact private sector programs.
- Participate in IFAD-wide thematic discussions and develop technical and operational guidance on private sector.
- Mobilize resources and build partnerships with DFIs, impact investors, foundations and corporate partners.
- Represent IFAD at international, regional, inter-agency meetings, seminars and conferences on technical issues.
- Support development of thematic investment platforms and resource mobilization for NSOs.
- Support development and application of results framework for NSOs and implement performance monitoring systems.
- Prepare analytical findings and reports for decision making on project viability and sustainability.
- Manage IFAD resources with integrity, transparency and equity, including supervision of external consultants and junior staff.
Requirements
- Advanced university degree from an accredited institution; an advanced university degree may be substituted by a first university degree (Bachelor or equivalent) plus at least four additional years of relevant professional experience, over and above the minimum number of years of experience.
- Degree areas: Finance, Rural Finance, Agricultural Economics, Business, or a relevant discipline.
- At least eight (8) years of progressively responsible experience in structuring and management of rural finance and agriculture private sector investments in developing countries, including private equity experience.
- At least 2 of the 8 years of experience should be at the international level.
- Active experience in serving as non-executive board member or investment committee member in impact fund is a plus.
- Required language: English (4 - Excellent).
- Desirable languages: French, Spanish, Portuguese and/or Arabic (3 - Good).
- Expert in planning and implementing internal and external communication to achieve communication objectives.
- Expert in communication concepts, processes, or data to support long term goals of the organisation.
