The role supports the delivery of timely, practical and risk-based support to regional and country teams, ensuring consistent application of policies and professional standards to improve portfolio performance and fiduciary outcomes.
Responsibilities
- Lead IFAD's regional procurement, financial management and operational support functions, ensuring delivery of timely and risk-based support to regional and country teams.
- Provide strategic direction, management oversight and technical leadership to regional fiduciary staff.
- Promote consistent application of procurement and financial management policies and professional standards.
- Support resolution of complex implementation challenges and improve portfolio performance and fiduciary outcomes.
- Develop and implement medium to long-term procurement and financial management strategies and reforms.
- Drive modernization of fiduciary practices through data, technology and risk-based approaches.
- Build and maintain strategic partnerships with internal and external stakeholders.
- Lead cultural and organizational change to implement PFM modernization agenda.
- Develop annual and medium-term work plans and KPIs for regional teams and supervise their implementation.
- Oversee financial management and disbursement activities to ensure compliance with policies and guidelines.
- Provide strategic direction for project procurement oversight and champion modern procurement approaches.
- Ensure quality control and assurance of fiduciary oversight and support services.
- Contribute to development of guidance, learning programmes and communities of practice for fiduciary functions.
- Act as senior change leader for modernization programme ensuring effective implementation of reforms.
- Manage and mentor staff, identify capacity development needs and evaluate performance.
- Represent IFAD in complex cases and global technical fora related to fiduciary functions.
Requirements
- Master's degree in finance, economics, business administration, public administration, or related field.
- At least 7 years of progressively responsible experience in procurement, financial management, or related fiduciary functions in international development or financial institutions.
- Proven experience in managing teams and leading organizational change in a complex, multicultural environment.
- Strong knowledge of international standards and best practices in procurement and financial management.
- Experience in developing and implementing fiduciary strategies, reforms, and innovations.
- Demonstrated ability to provide authoritative advice on procurement and financial management policies and practices.
- Experience in partnership building and policy dialogue with governments, multilateral development banks, and other stakeholders.
- Excellent communication and interpersonal skills, including ability to engage with senior management and external partners.
- Ability to manage multiple priorities and deliver results in a dynamic environment.
- Strong analytical skills and experience with data-driven decision making.
- Commitment to ethical behavior, transparency, and equity in fiduciary management.
- Experience in capacity building and knowledge management related to fiduciary functions.
