Responsibilities
- Provide intellectual and technical leadership in risk management and overall control of risk management-related activities.
- Lead the second-line-of-defence independent risk management team assessing aggregate risks assumed by the Fund and challenge first-line controls.
- Ensure development and implementation of an adequate Enterprise Risk Management Framework and related policies across the Fund.
- Assume responsibility for annual review and maintenance of the Enterprise Risk Management policy.
- Oversee risk management programme and practices across the organization and integrate risk concepts into strategic planning.
- Chair the Financial Risk Management Committee and the Non-Financial Risk Committee.
- Strengthen IFAD's overall risk culture by fostering accountability in risk management strategies and activities, ensuring regular ERM training and communications.
- Authorize changes to enterprise risk taxonomy documents.
- Support the Vice-President in chairing the Enterprise Risk Management Committee and oversee aggregate risk exposures and mitigation progress.
- Champion discussions on risk-related matters with internal and external stakeholders fostering measured risk taking.
- Ensure defence and improvement of IFAD's Credit Rating.
- Manage development and implementation of the division's annual work programme and budget.
- Lead and manage the risk team and collaborate with other teams providing oversight and coordination on risk matters across all risk domains.
Requirements
- Advanced university degree from an accredited institution in Finance, Accounting, Business Management, Risk Management, Banking Economics or other relevant areas.
- A PhD would be an asset.
- Risk management relevant certifications (IIA, ACFE, CFA) would be an asset.
- Substantive relevant experience exceeding 15 years at an international level in institutions such as international organizations, private or public international financial institutions, ministries of finance, central banks or other development finance-related organizations.
- Progressively responsible management experience in senior positions is required.
- A thorough understanding of the international financial and risk landscape for Multilateral Development Banks (MDBs) and International Financial Institutions (IFIs) is an asset.
- Excellent command of English.
- Good knowledge of French, Spanish and/or Arabic is desirable.
- Ability to leverage IFAD knowledge and communication materials to maintain and promote constructive dialogue around IFAD's vision and strategic priorities.
- Know-how relevant to evaluation roles including monitoring and managing evaluation processes and methodologies, programme/project evaluation, impact evaluation, and corporate-level evaluation.
- In-depth knowledge of IFAD's governance structure, mandate, strategic priorities and technical work.
- Knowledge of IFAD's partners' functioning and mandate including public sector, non-state actors and private sector actors.
- Knowledge of relevant policies, rules, regulations and guidelines on document processing and distribution within the UN and other IFIs.
- Know-how in asset liability management, risk reporting, capital adequacy, quality assurance and compliance including AML and KYC processes.
- Identification and assessment of potential liabilities and risks in IFAD's activities, particularly vis-à-vis third parties; ability to handle risks via contingency and mitigation strategies.
- Ability to lead and manage the development and implementation of medium to longer-term strategies for IFAD and respective divisions.
- Know-how in planning of human, financial and material management of IFAD resources.
- Know-how in representation of IFAD as a trusted and strategic partner, advocating and promoting IFAD's mandate and vision; effective consultations with IFAD counterparts.
- Know-how in management of human, financial and material resources.
- Role modelling, anticipation of key risks and conflicts and formulation of contingency plans/solutions, action-oriented.
- Strong critical thinking combined with communication skills to liaise between business and technologies to understand business problems and needs, document requirements and identify solutions.
- Establishes self and division as trusted advisor by maintaining high level of discretion and confidentiality; demonstrates sound judgement when dealing with sensitive and/or confidential matters; drives good governance and is a 'Culture Carrier'.
- Ability to bring corporate vision and priorities into one's area of work including budgeting beyond simple budgetary considerations.
