The Budget Analyst supports IFAD's budgeting function by monitoring financial performance, preparing and evaluating financial reports, and ensuring alignment between budgets and approved agreements. The role involves budget execution management, financial reporting, and acting as a trusted partner to client offices, contributing to the Fund's strategic budgeting and financial integrity.

Responsibilities

  • Support the review of supplementary funds data and agreements to promote quality, integrity and compliance, including validation of financial information and alignment with institutional policies and cost recovery principles.
  • Coordinate with relevant divisions to align budgets with approved agreements and verify resource allocations.
  • Prepare and maintain regular and ad hoc reporting and monitoring tools, develop data analytics and support supplementary resources oversight, budget execution tracking, adjustments and reconciliation processes, including use of Artificial Intelligence.
  • Act as a credible, trusted budget business partner providing technical and procedural support to budget and administrative analysts/assistants.
  • Support budget execution management and provide advice on Budget regulations, resource allocation rules and procedures.
  • Review, approve, reconcile and process financial transactions regularly.
  • Analyze and project programme budgeting implications and evaluate financial reports explaining variances.
  • Ensure timely and correct entry into the General Ledger and monitor allotments and expenditures within authorized parameters.
  • Promote acceptance of new methods of work and automated workflows through change management.
  • Lead technical role in supplementary funds budget and other non-core resources budget envelopes preparation and negotiation with IFAD divisions.
  • Report on supplementary funds and other non-core resources budgets allocation and utilization, providing recommendations on resource re-allocation.
  • Play a key role in restructuring supplementary funds budget architecture including policies, procedures, processes and systems to increase transparency and efficiency.
  • Assist benchmarking and identification of cost and efficiency targets across IFAD's IFI network and track performance in non-core resources management.
  • Support internal and external negotiation of supplementary funds agreements ensuring legal documents reflect sound budget management arrangements and full cost recovery.
  • Support development of consolidated financial reporting system of IFAD budget including supplementary funds and prepare periodic reports to aid corporate decision making.
  • Manage integrity, transparency and equity in use of assigned IFAD resources including equipment, supplies and staff supervised.

Requirements

  • Advanced university degree from an accredited institution in accounting, finance, business administration or other job related field or related field is required.
  • At least two (2) years of progressively relevant experience is required.
  • Professional experience in accounting, financial management, budget analysis or management analysis in a multi-cultural organization or national organization providing support on a global scope is highly desirable.
  • Knowledge of UN financial principles, policies, regulations, rules and procedures.
  • Ability to review, approve, reconcile and process a range of financial transactions regularly.
  • Experience analyzing and projecting programme budgeting implications.
  • Ability to analyze and evaluate financial reports and explain variances.
  • Experience ensuring timely and correct entry into the General Ledger and monitoring allotments and expenditures.
  • Awareness of change management principles and ability to promote acceptance of new methods and automated workflows.
  • Ability to provide verbal and written advice on Budget regulations, resource allocation rules and procedures.
  • Skills in budgeting, corporate strategic budgeting, financial planning and monitoring including cost tracking.
  • Knowledge of financial reporting, statutory and other reporting, and financial regulations applicable to IFAD and IFI.
  • Ability to synthesize and simplify complex technical information for non-technical audiences.
  • Experience in budget administration, resource allocation and planning at divisional level.
  • Advanced data analytics, statistical and econometrics research, forensic and advanced data analytics/data mining.
  • Outstanding analytical skills to synthesize qualitative and quantitative information and provide key insights and recommendations.
  • Data management skills including data collection, cleaning, transformation, consolidation, database architecture and development, and data presentation.
  • Clear, succinct and convincing verbal communication skills with professional, balanced and diplomatic language.
  • Basic ICT and digital fluency relevant to the role, including computer information systems, software, hardware and office technology equipment.
