Emergency Room Nurse Health Field Officer

The Emergency Room Nurse Health Field Officer supports the implementation of functional Emergency Departments by strengthening triage, infection prevention and control, patient flow, referrals, documentation, and staff capacity. The role involves training, bedside mentoring, supporting mass casualty responses, and integrating Emergency Department and Pre-Hospital Emergency Care activities into a coordinated continuum of care.

Responsibilities

• Works closely with MoH and hospital interlocutors to establish and follow up the Emergency Department program focusing on triage, crowd control, patient flow, documentation, public awareness, referral pathway, emergency quality care and mass casualty management.
• Identifies knowledge gaps and recommends solutions through capacity-building initiatives; contributes to implementation and monitoring of national ED guidelines and SOPs.
• Supports, monitors, and evaluates delivery of emergency care in the Emergency Department using established monitoring tools.
• Maintains regular presence in the ED, works closely with ED nurses to ensure high-quality patient care and supervises patient flow and data monitoring.
• Ensures integration of nursing process into patient care through collaboration with ED doctors and nurses.
• Monitors clinical cases and provides bedside teaching, mentorship and practical demonstrations.
• Delivers formal education sessions to ED nurses on emergency nursing care.
• Participates in writing and implementing ED rules, treatment guidelines, clinical pathways, and quality indicators.
• Strengthens ED capacity to respond to disasters and emergencies by supporting competency frameworks.
• Participates in raising awareness of pre-disaster phase and elaboration of Mass Casualty Incident Plan (MCIP).
• Maintains inventory and mapping of key hospitals to support emergency response planning.
• Supports training of healthcare staff on MCIP and facilitates simulation exercises.
• Supervises coordination of emergency nursing events and activities as focal point with stakeholders including MoH, ISEM, INS and others.
• Participates in Staff Safety and Violence Prevention Committee and Iraq Emergency Medicine Technical Working Group meetings to improve patient care and healthcare worker wellbeing.

Requirements

• Minimum of 3 years of postgraduate specialized clinical experience with knowledge of clinical protocols and guidelines
• Demonstrate experience working with humanitarian organization in similar contexts
• Experience in working with local health authorities and other relevant stakeholders of interest.
• Bachelor's degree in nursing or higher with critical background in Emergency Departments and experience in teaching, training and capacity building.
• Qualification as trainer in Basic emergency care Course (BEC), IITT Triage Training knowledge are strong assets
• Valid license to practice in Iraq
• Fluent command of English and Arabic (both written and oral).
• Computer literacy (Microsoft Excel, PowerPoint and Word)
