Buyer (Medical Items)

The Buyer for Medical Items supports the procurement process for medical and health-related items, ensuring timely and qualitative procurement in compliance with ICRC standard procedures. The role involves analyzing purchasing requests, sourcing, preparing contracts, and coordinating with internal teams to deliver best results.

Responsibilities

• Receive and effectively analyze purchasing requests
• Determine the best source of supply for the order
• Proactively and autonomously analyze and validate appropriate sourcing options
• Prepare and send out requests for quotation (RFQ) or requests for tender (RFT)
• Provide awarding recommendations based on sound analysis of multiple factors including quality, price, delivery time and other factors
• Prepare accurate and transparent selection tables, including supporting documentation
• Work closely with other logistic divisions and internal customers to deliver best results
• Prepare contracts for the purchase of goods and services
• Follow-up on purchases and deliveries
• Ensure excellent record keeping for compliance purposes
• Conduct market surveys and analysis for prices and quality benchmarking
• Participate and coordinate in supplier assessments

Requirements

• Ukrainian citizenship or permanent residence permit in Ukraine
• High School Diploma
• Certifications in the relevant field, particularly in medical or health-related disciplines, is considered as an advantage
• A minimum of 3 years of experience in purchasing, procurement, or supply chain management
• Experience in the medical, healthcare, pharmaceutical sectors, or equivalent fields is an asset
• Good knowledge of the local market
• Professional fluency in both written and spoken English and Ukrainian
• Proficiency in computer skills, including a solid understanding of Microsoft Office
• Self-motivated with a strong commitment to teamwork and humanitarian principles
• Flexible, enthusiastic, and willing to learn
• Ability to work independently, as well as effectively under supervision
• Ability to organize and prioritize multiple tasks
• Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
