See your match score & applyThe Armed Forces and Security Programme Adviser assists the Prevention Department in implementing the FAS program, including planning, execution, assessments, and follow-up of activities such as training and dissemination on International Humanitarian Law and International Human Rights Law. The role involves maintaining contact with military and security authorities, participating in meetings, and supporting the delegation's programs related to armed forces and security.
Responsibilities
- Participates in the preparation, execution, evaluation and monitoring of dissemination activities/courses, including Training of Trainers ToT with the military or security forces on international humanitarian law (IHL), international human rights law (IHRL) and ICRC activities; this includes delivering specific sessions as well as organizing and preparing dissemination materials and reporting.
- Participates in drafting the FAS Strategy and integrating it in the annual planning exercise, in compliance with the delegation's main operational priorities and strategy.
- Contributes to developing and consolidating the ICRC's network of contacts within the military and security forces.
- Assists the delegation in the understanding of various arms carriers and, to this end, monitors the political and security situation in the country.
- Maintains and updates the library of ICRC publications needed for FAS activities.
- Contributes to providing FAS-related advice to the delegation on security matters whenever required.
- Supports the various programs of the delegation in FAS-related matters, at his/her level of responsibility.
- Represents the FAS Delegate in his/her absence.
- Actively promotes the cooperation between ICRC and Armed and Security Forces in Lebanon.
- Ensures timely completion of post-activity reports and contributes to institutional reports on matters relating to military and security forces.
Requirements
- Bachelor’s degree.
- Attended a military staff college at the intermediate (BA) level of study.
- Minimum of 15 years’ experience including Operational Planning and Deployments.
- Rank of Lt Colonel to Colonel with command experience.
- Good knowledge of the geographical environment a must.
- Experience in deployed military operations preferred.
- Proven networking and communication skills required and comfortable engaging with senior military officers and authorities.
- Computer proficiency.
- Arabic: Fluent.
