See your match score & applyUnder the supervision of the Director of the Division of Judicial Services and the Head of Systems Development and Administration Unit, the incumbent leads the Technology and Communications Team responsible for managing data, voice and video communication systems, ensuring secure and efficient ICT infrastructure, and overseeing procurement and vendor management related to communications technology.
Responsibilities
- Plan, lead and supervise the Technology and Communications Team responsible for all technical and organizational aspects of data, voice and video communication, integration, distributed processing, technical standards, carrier tariffs and regulations, management, operation and maintenance of communication equipment.
- Prepare day-to-day workload schedules and operational workloads according to their defined guidelines and schedules.
- Plan and oversee the installation of ICT core infrastructure, liaise regularly with vendor staff for support and ensure the physical technology environment is maintained and secure, according to contractual and business requirements.
- Identify the need for new communications systems, or modifications to existing systems.
- Ensure that the organization’s communication requirements are satisfied with the best cost/benefit ratio possible.
- Develop technical specifications/cost proposals for procurement/ contractual services in the area of communications, conduct the technical evaluation of bids and proposals received, monitor the procurement process, and manage the contract service.
- Set up communication agreements with other international organizations and Defence Sectors of states to enable reliable and secure links in the areas of operation.
- Lead in the Development of technical specifications/cost proposals for procurement/contractual services in the area of telecommunications conducting the technical evaluation of bids and proposals received.
- Ensuring that all operational management reports and information are produced in a timely fashion.
- Perform other duties as assigned by the supervisor.
Requirements
- Advanced university degree in Telecommunications, Computer Science or Information Systems or related field is required. A first level university degree in combination with two years relevant and qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of five years (or seven years with a first-level university degree) of progressively responsible experience in telecommunication systems, audio-video systems, messaging systems or networking systems or other related fields.
- Demonstrated experience of at least two years in preparing technical scope of works for communications or technology related services, evaluating proposals and managing contracts and vendors is required.
- Demonstrated experience in leadership qualities with high level of structural organisation in administration and management.
- Demonstrated experience and certification on formal Project Management framework (PRINCE2 or PMI) is required.
- Demonstrated experience and certification in applying formal IT management framework (ITIL or COBIT) is required.
- Demonstrated experience and certification in implementing systems and services according to a formal architecture design framework (TOGAF, MODAF or similar) is required.
- Experience in architecting software solutions and drafting high-level design documents is desirable.
- Experience in IT infrastructure technology in the area of networking, telecommunication and identity services is required.
- Experience in data centre management and administration is desirable.
- Ability to apply professional and technical expertise; to keep abreast of organisational issues and produce workable solutions to a range of problems.
- Ability to listen, consult others and communicate proactively; to handle disagreements with tact and diplomacy; to recognise and reward the contribution of others.

- Proficiency in one of the working languages of the Court (French or English) is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.
