Technical Officer, Communications, Navigation and Surveillance

The Technical Officer in the Communications, Navigation and Surveillance Section provides technical guidance and expertise on aeronautical communications, navigation and surveillance systems and radiofrequency spectrum management. The role involves drafting proposals for ICAO regulatory documents, supporting panels and study groups, and representing ICAO in international fora such as the ITU.

Responsibilities

• Draft proposals related to the amendment and implementation of technical annexes to the ICAO Convention and other ICAO regulatory documents, including analysis of problems raised by States and International Organizations in CNS systems and radiofrequency spectrum management and recommending appropriate solutions.
• Propose amendments to Annexes and other documents to reflect operational needs and new technological developments.
• Maintain awareness of significant trends and technological developments in CNS systems and spectrum management.
• Prepare technical studies and working papers for the ANC, international meetings, and related global guidance.
• Support ICAO panels and study groups to ensure relevant coordination in building global provisions and guidance.
• Develop working papers, State letters and documentation for ICAO Council, ANC and international meetings on CNS systems and spectrum management.
• Participate in discussions and provide support information as needed, and conduct follow-up actions from meetings.
• Serve as Secretary and/or manage/support various CNS panels and study groups, providing comprehensive analysis, solutions, meeting documentation, guidance on ICAO procedures, and reporting activities to the ANC.
• Draft correspondence, technical studies and publications for Member States and international organizations, including replies, ICAO publications, working papers, and undertake missions to States.
• Provide advice, guidance and technical expertise on CNS systems and spectrum management to the Assembly, Council and ANC, including drafting papers, delivering presentations and training, and representing ICAO at seminars and meetings.
• Promote ICAO strategy and policy on spectrum management in international fora such as ITU and regional telecommunication organizations, supporting member States and developing guidance and promotional material.
• Perform other related duties as assigned.

Requirements

• An advanced-level university degree (Master’s degree or academic equivalent) in electronics engineering (telecommunications), or related field, is required.
• A first-level university degree in combination with two additional years of qualifying experience in electronics engineering (telecommunications), or related field, may be acceptable in lieu of the advanced university degree.
• A minimum of seven (7) years of experience in the technical, operational and procedural aspects of aeronautical communications, navigation and surveillance (CNS) including radiofrequency spectrum management, in an international environment.
• Experience with project planning/management methods.
• Experience of working collaboratively in the ICAO standards making framework and/or relevant expert/regional ICAO bodies is desirable.
• Experience in working with bodies such as ITU and Regional Spectrum Management Organizations in achieving international consensus related to radio frequency spectrum management is desirable.
• Experience in the implementation of aeronautical radio communication systems, navigational aids, primary/secondary radars and/or other surveillance systems is desirable.
• Work experience in a Civil Aviation Authority is desirable.
• Fluent reading, writing, and speaking abilities in English.
• A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish) is desirable.
