Responsibilities

  • Develop and maintain an integrated ICT vendor portfolio covering contracts, ownership, criticality, risk, performance, spend, renewals, dependencies and exit requirements.
  • Establish vendor segmentation, governance forums, performance-review cycles, escalation paths and decision rights proportionate to supplier criticality and organizational risk.
  • Lead vendor due diligence and risk assessments, including financial viability, information security, privacy, data protection, service continuity, subcontracting and concentration risk.
  • Define and maintain vendor scorecards and objective performance measures covering service levels, availability, quality, responsiveness, cybersecurity obligations, deliverables and value realization.
  • Lead strategic vendor reviews, resolve persistent performance issues, recommend corrective actions and escalate material risks to IMS management.

  • Maintain forward-looking renewal and expiry plans, identify procurement lead-time risks and support timely decision-making to avoid service disruption or unfavorable lock-in.
  • Ensure that procurement and contract-management records meet ICAO governance, financial-control and audit requirements.
  • Ensure vendor and cost-management practices align with ICAO procurement rules, financial regulations, IMS governance frameworks, cybersecurity requirements and data-protection obligations.
  • Prepare concise, evidence-based reports, dashboards, decision notes and recommendations for IMS management and governance bodies.
  • Maintain authoritative documentation, contract and vendor records, decision logs, risk registers, lessons learned and reusable guidance.
  • Design and improve workflows, data structures and digital tools supporting vendor onboarding, performance management, renewals, invoice validation, cost reporting and management oversight.
  • Support internal and external audits, management reviews and control assessments by providing complete, accurate and traceable evidence.
  • Monitor relevant technology-market, licensing, cloud-pricing and vendor-management developments and assess their implications for ICAO.
