Chief, Economic Regulatory Framework Section

The Chief of the Economic Regulatory Framework Section leads and manages work programmes related to air transport regulation, infrastructure economics and management, transparency of civil aviation systems, and assistance activities for States. The role involves supervising the Section's staff, ensuring alignment with ICAO's strategic objectives, and fostering partnerships with international and regional organizations to address air transport regulatory issues.

Responsibilities

• Lead and manage work programmes related to air transport regulation to create a coherent and harmonized global regulatory framework for international air transport.
• Initiate development of and propose changes to international agreements, policy and guidance in economic regulation related to market access, airline ownership and control, fair competition, consumer protection, safeguards, etc.
• Supervise the development, maintenance and dissemination of ICAO’s Policies on Taxation in the Field of International Air Transport (Doc 8632).
• Monitor regulatory and industry developments and conduct studies on key regulatory issues.
• Coordinate with other ICAO sections and international organizations to contribute to cost-benefit analyses and evaluate economic impacts of regulatory/industry trends.
• Build and stimulate partnerships and cooperation with international organizations, regional organizations and industry to address air transport regulatory issues.
• Lead and manage work programmes related to infrastructure economics and management to facilitate access to funding for aviation infrastructure and financing of air transport operations.
• Supervise the development, maintenance and dissemination of ICAO's Policies on Charges for Airports and Air Navigation Services (Doc 9082) and related guidance material.
• Coordinate with the Air Navigation Bureau and facilitate work related to Aviation System Block Upgrades (ASBUs) and sustainable funding of oversight functions.
• Lead and manage work programmes related to enhanced transparency of civil aviation systems through dissemination and exchange of States’ policies and practices including air service agreements, charges and taxes.
• Ensure databases on tariffs, air services agreements, and other regulatory information are kept updated.
• Lead and manage assistance activities for States to raise awareness and implement ICAO’s policies and guidance, including organizing training courses, seminars, and symposia.
• Supervise and manage the Economic Regulatory Framework Section, ensuring alignment with ICAO’s Strategic Objectives, policies, and business plans.
• Manage resources effectively, including staff performance, team contributions, and succession planning.
• Review and control working papers, reports, briefings, news releases and other deliverables.
• Perform other related duties as assigned.

Requirements

• An advanced-level university degree (master’s degree or academic equivalent) in economics such as applied economics, business economics, economics of transportation, law, business administration, public administration or related discipline, is required.
• A first level university degree in combination with two additional years of qualifying experience in economics such as applied economics, business economics, economics of transportation, law, business administration, public administration, or related field, may be acceptable in lieu of the advanced university degree.
• A minimum of ten (10) years experience in progressively responsible positions related to economic regulation of air transport or economic/commercial aspects of air transport business within a national government, international organization, major international airline, and/or major service provider (airport or air navigation services provider), is required.
• Experience in the development and implementation of economic regulation/oversight, and/or infrastructure financing and funding, is required.
• Experience in the components and functions of the air transport system, e.g. air operators, flight operations, airports, and air navigation service providers, and their interaction, is required.
• Experience in organizing and participating in international activities and meetings in the air transport field, is required.
• Experience with the role of other international bodies in charge of economic development, is desirable.
• Experience in negotiation of air services agreements, is desirable.
• English language proficiency at UN Level II for reading, writing, listening, and speaking is required.
